2021 Open Enrollment

Open Enrollment for 2021 starts on Monday, November 9, 2020 and ends Thursday, November 19, 2020 at 4:00pm.  Employees working 30 or more hours weekly are eligible for health insurance.  All changes and completed forms must be received in the Human Resources Department by 4:00 pm on Thursday, November 19, 2020.  


Why is Open Enrollment Important?

Open Enrollment is the only time you can make changes to your health benefit elections unless you have a “qualifying event” such as marriage, divorce, birth, etc…

During Open Enrollment, you can:

Add eligible dependents to the health, dental and/or vision plan.

Remove dependents from the medical, dental and/or vision plan.

Cancel your existing coverage by notifying Human Resources Benefits Manager in writing.

Enroll in the health, dental, vision plans if you previously waived coverage.

Enroll in the 2021 Flexible Spending Plan.

If there are no changes to your current health insurance plan, no action is required.

Submit all completed forms to Human Resources by 4:00pm on Thursday, November 19, 2020.

Flexible Spending:

A flexible spending account (FSA) is a tax-advantaged account that allows employees to use pre-tax dollars to pay for qualified medical (Health FSA) or dependent care expenses.  During Open Enrollment, you choose how much money you want to contribute to an FSA for the upcoming plan year. You will be able to access these funds throughout the year for qualified expenses. Wage Works administers both the Health and Dependent Care Flexible Spending accounts for Ozaukee County.

Enrolling in a Health FSA or Dependent Care FSA:

If you plan to enroll in Flexible Spending(Health FSA or Dependent Care FSA), you must submit an enrollment form to Human Resources for 2021.  

Enrollments from 2020 do not automatically rollover into 2021.

The annual Health Care maximum Amount is $2,750.

The annual Dependent Care amount is $5,000.

WageWorks Health Cards are good for three years.  If you were previously enrolled in WageWorks save your card, because the same card may be used in 2021.  WageWorks cards that are expiring will automatically be reissued to participants that re-enroll.  The new cards will have the same Card Number as the old card.  When the new card is received, the old card should be destroyed.  

The first flexible spending deduction will be taken on the January 8, 2021 payroll.

Carryover for 2021

Please note:  The Federal Guidelines permits employees to carry over unused amounts of up to $500 from this past year into the 2021 calendar year and still contribute $2,750 annually.  If you have remaining funds remaining in your medical flexible spending account those funds will automatically carry over, up to $500, into 2021.  You have 90 calendar days following 12/31/20 to submit your expenditures to WageWorks for refunds.

Health Insurance 

Below are the monthly health insurance premiums for 2021.  We were fortunate that there were no plan design changes, but there was a 3% increase in premiums. 

The County will be staying with the WCA Group Health Trust Insurance Group in 2021 for our Health Insurance coverage.

What's new in 2021?

There was an extra tier added, moving from 3 tiers to 4 tiers effective January 1, 2021.  The new tier is for the "Employee with Children," which would be fore an employee with one, two or more children.  If you fall into this category, please complete and return the Health Insurance Enrollment and Change form, with a note that you are changing from the family plan, to the Employee + Children plan, effective January 1, 2021.

If there are no changes to your current health insurance plan, NO action is required.

Health Insurance Summary

Our annual deductible is $1500 (Single Plan), and $3000 (1+1, employee + children and family plans)

Routine annual medical and vision exams are covered under our health insurance at "no cost" to the employee.

You have the advantage of using the Aurora Health Care Clinic, 1475 W. Grand Avenue, Port Washington, with no office co-pays and no deducibles applied.

The Aurora Health Clinic is "no cost" to employees when enrolled in our health insurance coverage.

Dental

Below are the 2021 Dental premiums.  There are no plan design changes, and coverage remains the same but there is a 7% increase in monthly premiums.

The dental insurance coverage are available to full and part-time employees.  Part-time employees must work a minimum of 18.75 hours weekly to be eligible to enroll in the dental insurance.

However if you do wish to make any changes to your current dental plan (adding or removing dependents, marriage, divorce) you must complete and return the MetLife Dental and Vision Enrollment Form and return it to Human Resources by Thursday, November 19, 2020.
