A meeting of the
Building Committee of the Town of Fredonia was held
on Thursday, June
22, 2006 at the Waubeka Firehouse meeting
room, located at W4114 River St., with Chairman
Lederer calling the meeting to order at 7:45 p.m.
followed by the Pledge of Allegiance.
Committee Members
Present: Robert Lederer, Lance Leider,
James Stemper and Deputy Clerk Margaret Rabuck.
This meeting was held in compliance with the Open
Meeting Law – copies of the agenda were posted in at
least three public places in the Town.

Minutes of the April
25th, May 18th and May 25,
2006 meetings were sent to committee members in
advance for their review.

Stemper to approve minutes of April 25, 2006 meeting
as presented; second Leider; carried.

DISCUSSION WITH VILLAGE OF FREDONIA BUILDING
COMMITTEE ON CONSTUCTION OF JOINT GOVERNMENTAL
BUILDING TO SERVE TOWN AND VILLAGE:
Village of Fredonia Representatives appearing were
Donald Dohrwardt, Supervisor 3rd District
and Village of Fredonia Building Committee Chairman
along with Bruce Laabs Jr., Village of Fredonia
Trustee. Lederer states the differences of
governmental laws between Town and Village
Governments in that the Town must have approval of
residents at a special Town Meeting prior to any
construction. Stemper states that costs are the
biggest concern of the Town residents. Dohrwardt
advises that the building would contain a shared
meeting room and definite office space along with
records storage etc for each governmental unit.
Stemper wants assurances of a valid agreement
between the Village and Town as to costs. Lederer
states costs should be based on square footage. A
buy out agreement must also be in place prior to any
construction. Lederer questions the fees for land
on the proposed site and what would be the Town’s
share. Dohrwardt responds that the biggest expense
was that of dismantling the old Maple Lawn School.
The Village of Fredonia’s future plan is that of
building a structure which would house the Village
Hall, Police and Fire Departments. Dohrwardt
further stated the advantage to the Town is that of
having sewer and water hook-up as opposed to digging
a well and septic system. The costs of the hook-up
would be proportioned when costs are received.
Paape questions liability and who would be paying.
Maintenance was another concern and who would be
responsible for what. The Village’s present plan is
to incorporate an elevator in the proposed structure
as there would be a second floor as well as a
basement area. Paape expressed concern over Village
expansion and what effect it will have on the
Township. Lederer states there must be a buy-out
procedure in place as to costs and longevity of
agreement. Village expects growth to be near or
reach capacity in twenty-five to thirty years.
There wish is to control growth and fit building
into logistics. Richard Mueller suggests speaking
to an outside analysts reference costs. Paape
states costs on square footage are needed so as to
present same to the taxpayers of the Town of
Fredonia. Village may construct a more expensive
building and our portion of approximately 2500
square feet may remain the same in costs. Taxpayers
are looking for cost savings. The question of time
line for construction arose and Dohrwardt replied
early 2014 to build the entire unit. An exact date
cannot be pin pointed at this time. Paape states to
give the plan to an architect and get costs for
construction minus an elevator at today’s rates.
Suggestion made as to rehabbing Firehouse building
in Fredonia, Paape states no as it is a step
backwards he further advises the Town should pursue
other lots and requests a public meeting to inform
the residents of the Town of Fredonia. A sample of
the Town’s plan minus an elevator was given to the
Village of Fredonia requesting building costs, unit
costs and split costs. These figures are to be
presented at the next meeting scheduled for
Thursday, July 27, 2006. Paape requests earlier
meeting time. Discussion followed and it was agreed
to schedule the next meeting of the Building
Committee on July 27, 2006 at 7:00 p.m.
