July 24, 2007

Call to Order

Chairperson Tom Richart called the meeting to order at 1:03 PM. Comprehensive Planning Board members present were Cindy Bock, Al Kletti, Dan Becker, Kathy Geracie, Dan Herlache and Bob Walerstein. Staff present included Andrew Struck, Paul Roback, Nicole Sidoff, Andy Holschbach and Tom Meaux, Ozaukee County; Ben McKay and Joyce Gramz, Southeastern Wisconsin Regional Planning Commission (SEWRPC).

Assurance that the Meeting was Properly Noticed

Chairperson Tom Richart asked staff if the meeting had been properly noticed and agenda posted. Andrew Struck noted that the meeting was properly noticed and agenda posted.

Adoption of Agenda

Motion by Supervisor Bock and seconded by Supervisor Walerstein to adopt the agenda as printed. All members present voting aye, motion carried unanimously.

Approval of Minutes

Motion by Supervisor Geracie and seconded by Supervisor Herlache to approve the minutes as written for the May 15, 2007 Comprehensive Planning Board meeting. All members present voting aye, motion carried unanimously.

Update and Discussion Regarding the Authority and Role of the Comprehensive Planning Board and Environment and Land Use Committee of the County Board

Andrew Struck reported that the Ozaukee County Board voted 22-2 to grant the Comprehensive Planning Board the authority that the Smart Growth Committee had prior to the County Board Committee reorganization. Specifically, the Comprehensive Planning Board will recommend a comprehensive plan to the Ozaukee County Board for adoption. Andrew inquired if the Board would like him to distribute the committee organizational chart for both the previous committee structure and the current structure after the reorganization. The Comprehensive Planning Board agreed to post these charts on the comprehensive planning web site.

Update/Discussion/Possible Action on the Multi-Jurisdictional Comprehensive Planning Process, WDOA Comprehensive Planning Grant and the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035

Update, Discussion and Possible Action on the Land Evaluation and Site Assessment (LESA) Analysis for the Agricultural Portion of the Preliminary Inventory and Element Chapters of the Agricultural, Natural and Cultural Resources Chapters (Chapters III and VII) of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035

Andrew Struck reported that based on feedback from local communities, a comprehensive statistical analysis, public input and other Committee and Work Group inputs including those from the Agricultural and Natural Resources Work Group (ANR), staff re-ran the LESA Analysis with lowered weights for SA-3A and SA-3B factors. The weights were increased for the Land Evaluation (LE) portion of the analysis and for the SA-1C and SA-3B factors. The result of this analysis was included in the Board packet in the form of two comparison tables entitled, "Ozaukee County LESA Scores Based on Original Analysis: 2007" and "Ozaukee County LESA Scores with Weights Lowered for SA-3 Criteria: 2007". The geographic distribution of higher LESA scores throughout the County didnt change, but the number of parcels that received a higher LESA score did increase. The mean and median scores (6.3 and 6.4 respectively) both increased with the new analysis over the original mean and median score of 6.0. Andrew Struck presented the original LESA map and also the revised LESA map for visual comparisons and discussion. After analyzing the tabular and mapped results, staff believe that the new analysis is a better reflection and more realistic analysis of agricultural lands in Ozaukee County. The Comprehensive Planning Citizen Advisory Committee (CAC) and the Land Use, Transportation, and Utilities & Community Facilities (LUTU) Work Group have formally approved these changes and the Agricultural and Natural Resources (ANR) Work Group recommended these changes by consensus.

A motion was made by Cindy Bock and seconded by Kathy Geracie to approve the revised Land Evaluation and Site Assessment (LESA) Analysis for the Agricultural Portion of the Preliminary Inventory and Element Chapters of the Agricultural, Natural and Cultural Resources Chapters (Chapters III and VII) of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035 including the lowered weights for SA-3 factors. All members present voting aye, the motion carried unanimously.

Presentation, Review, Discussion and Possible Action on the Geographic Information System (GIS) Data Layers for Determining Natural Limitations to Building Site Development and Environmentally Sensitive Lands to be Mapped and Shown in the Land Use Element for the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035

Andrew Struck reported that the Comprehensive Planning Legislation requires a map of natural limitations to building site development and another map of environmentally sensitive lands. To accomplish this, staff presented possible natural resource features that could be included on these maps. As Andrew presented each feature, Joyce Gramz displayed the corresponding GIS layer on a projection screen.

Andrew Struck presented a map of environmentally sensitive lands with the data layers of environmental corridors (primary environmental corridors, secondary environmental corridors and isolated natural resource areas), natural areas, critical species habitat and critical aquatic habitat sites, 100-year floodplains, surface water, upland woodlands and wetlands. Staff are working to find data on groundwater recharge areas, Butler Garter Snake habitat areas and Hines Emerald Dragonfly habitat areas. Andrew Struck also presented a map of natural limitations to building site development. These limitations included hydric soils, wetlands, woodlands, 100-year floodplains, surface waters and Lake Michigan bluffs.

The Comprehensive Planning Board would like to include the significant geologic sites data layer in the natural limitations to building site development map.

A motion was made by Supervisor Bock and Seconded by Supervisor Becker to approve the maps for natural limitations to building site development and the map of environmentally sensitive lands with the additions and corrections discussed. All present voting aye, the motion carried unanimously.

Andrew Struck then briefly went over the handout in the Board packet entitled, "Ozaukee County Multi-jurisdictional Comprehensive Plan Categories for 2035 Land Use Map (Planned Land Use). Andrew Struck updated the Board that based on the recommendation of the LUTU Work Group and the CAC two additional categories have been added, namely, Traditional Neighborhood Development (overlay) and Conservation Subdivision (overlay).

Update and Discussion on the Revised Meeting Schedule and Timelines for the Multi-jurisdictional Comprehensive Planning Process for Ozaukee County: 2035

Andrew Struck commented that a revised meeting schedule with track changes was included in the CPB packet. Andrew then highlighted the changes in the meeting schedule.

Supervisor Richart inquired if there will be another presentation to the full county board. Andrew Struck replied that the goal is to have two more presentations to the full board. One presentation is anticipated in December on the land use element chapter (and other element chapters) and another presentation is anticipated in March prior to plan adoption.

The Board agreed that the presentations to the full County Board should be kept to a minimum and highlight the key aspects and culmination of work completed by the Comprehensive Planning Board. It was further noted that presentations will be made to the Local Ozaukee Government Information Network (LOGIN) and at the First Friday’s Forums.

Andrew Struck also noted that revised timelines with track changes were included in the CPB packet, entitled, "Ozaukee County Comprehensive Plan Element Review Schedule" and "Ozaukee County and Participating Local Government Comprehensive Plans Element Preparation and Review Schedule".

Update and Discussion on the County Preparation of Local Government Comprehensive Plan Reports – Inventory Data

Andrew Struck commented that the County planning interns continue to work on drafting the first five chapters for the participating local communities. The local communities have already been given their individual community data though.

Update and Discussion on the Comprehensive Planning Citizen Advisory Committee (CAC) and various Element Work Groups (PPP, HEDCR, ANR, LUTU, and LESA Technical Advisory)

Next CAC Meeting Date – Tuesday, August 7, 2007 at 5:30 PM at the County Administration Center – Auditorium (121 W. Main St., Port Washington)

Andrew Struck noted that the minutes from the May 1 and June 5, 2007 Comprehensive Planning CAC meetings were included in the CPB packet.

Update on the Agricultural and Natural Resources (ANR) Work Group

Andrew Struck noted that this Work Group has completed their work and has sunset. Andrew also noted that the minutes of the May 15, 2007 ANR Work Group meeting were included in the CPB packet.

Update on the Land Use, Transportation and Utilities & Community Facilities (LUTU) Work Group

Andrew Struck noted that this Work Group will meet tonight at 5:30 PM and will be listening to presentations on the Transportation Element Chapter and then will meet next on Tuesday, August 14, 2007. Andrew also noted that the minutes of the May 22, 2007 LUTU Work Group meeting were included in the CPB packet.

Update, Discussion and Possible Action on Implementing the Comprehensive Planning Public Participation Plan (PPP) for Ozaukee County

Review, Discussion and Possible Action on the Addendum update to the approved Public Participation Plan (PPP) for the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035

Andrew Struck reviewed the changes that were made to the addendum that was included in the Board packet. The Board discussed the changes in the addendum.

A motion was made by Supervisor Kletti and seconded by Supervisor Geracie to approve the Addendum Update to the Approved Public Participation Plan (PPP) for the Multi-Jurisdictional Comprehensive Plan for Ozaukee County (dated July 24, 2007). All members present voting aye, the motion carried unanimously.

Update and Discussion on the Participating Local Unit of Government’s Plan Commission Meetings/Design Workshops and Status of Progress on Local Comprehensive Plan documents

Andrew Struck summarized the table entitled, "Ozaukee County Comprehensive Plan – Meetings with Communities on Land Use Plan Maps" included in the CPB packet. The Board discussed the various communities’ progress and meetings held to date.

Discussion on the County Fair Comprehensive Planning Booth and Display

o CPB Member Sign-up for Two Hour Shifts at Comprehensive Planning Booth

Andrew Struck briefly discussed the proposed Comprehensive Planning Booth and Display and then passed around a sign-up sheet. Tom Richart encouraged CPB members to volunteer for a shift to assist staff at the County Fair booth. Andrew Struck further noted that staff has arranged to be present for all the shifts of the County Fair, but encouraged members to assist staff at the booth. Andrew also noted that a few CAC members have also signed up to participate.

Discussion on the Intergovernmental Cooperation and Implementation Workshops

The Intergovernmental Cooperation Workshop will be held on October 30th and the Implementation Workshop will be held on December 6th. Both workshops will be held in the Auditorium of the Ozaukee County Administration Center at 6:30 PM. Nicole Sidoff, planning intern, has prepared draft brochures that will be mailed out to all our comprehensive planning contacts when finalized. Andrew Struck briefly discussed the topics and the format for the workshops. The Board discussed the two workshops.

Discussion on the upcoming Comprehensive Planning Countywide Informational Meetings

Andrew Struck reported that these meetings are expected to be held in January 2008.

Public Comment and Written Communications

Andrew Struck read several letters from members of the Land Conservation Partnership of Ozaukee County, who had comments on Chapter VII. These letters/comments were submitted by Tim Kaul, Sue Millin, Margie Tomter, Lesley Brotkowski and Jim Kadow. There was no public comment at the meeting.

Update on Planning News and Educational and Outreach Resources

Paul Roback reported on two fact sheets, Preserving Ozaukee’s Rural Character and Understanding Commuting Patterns and Transportation Issues, which were included in the CPB packet. The CPB members discussed the fact sheets and made some minor edits and corrections. Paul noted that these fact sheets will be utilized at the Ozaukee County Fair booth. Andrew Struck noted the other news articles included in the CPB packet including highlighting the article on "Starting a Walking School Bus".

County Board Report/ LOGIN Report / CAC Report / Community Email Updates

The Ozaukee County Strategic Planning Ad-Hoc Committee will hold a joint meeting with the Comprehensive Planning Board on August 15th to review both programs.

It was requested to inform the County Board of the Comprehensive Planning booth at the Ozaukee County Fair and also the potential dates for future presentations to the full County Board on Comprehensive Planning.

Presentation/Discussion: Land Conservation Partnership of Ozaukee County

Tim Kaul, President of the Land Conservation Partnership of Ozaukee County and fifth generation farmer in the Town of Grafton, provided background information on the Partnership, including mission, goals and a case statement developed by the Partnership. The Partnership’s primary role will be to educate residents and elected officials on preservation tools that have worked elsewhere in the country, such as the purchase of development rights and transfer of development rights. Sue Millin has been hired as the Partnership’s coordinator.

Al Kletti volunteered to meet with Tim Kaul to discuss these issues further.

Update/Discussion/Possible Action on the Multi-Jurisdictional Comprehensive Planning Process, WDOA Comprehensive Planning Grant and the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035

Presentation, Review, Discussion and Possible Action on the Land Evaluation and Site Assessment (LESA) Analysis for the Agricultural Portion of the Preliminary Inventory and Element Chapters of the Agricultural, Natural and Cultural Resources Chapters (Chapters III and VII) of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035

Andrew Struck reported that the LESA Technical Advisory Work Group, Agricultural and Natural Resources Work Group and CAC have reviewed the results of the LESA analysis and approved this analysis, including the criteria, weighting, and scaling used for the analysis. In addition, when Andrew and Ben McKay have met with local communities recently, they have presented the LESA Analysis. This analysis has been received very well by the local communities.

Nancy Anderson presented the LESA analysis, which followed the handout entitled Ozaukee County LESA Analysis. The CPB offered the following comments:

This analysis will not impact property tax assessments

Thiensville is misspelled on the maps

It is important to look at this analysis in its entirety and not to look at each site assessment factor separately.

The planned land use map will meld all of the issues and elements together

Andrew Struck reported the LESA Analysis was rerun without the SA-3 factors (other public values of a parcel). Although the scores went up, it did not impact the distribution of higher scoring parcels throughout the county very much. Nancy presented a revised SA-3 map and pointed out that there are more parcels that had a LESA score of nine or higher. In the original analysis, three parcels scored a nine or higher, whereas in the new analysis, 130 parcels scored a nine or higher. Since the overall scores in the new analysis are higher, it raised the mean and median scores as well. Nicole Sidoff, planning intern, will run a statistical analysis comparing the LESA Analysis with and without the SA-3 factors. Additional information on the LESA Analysis will be presented once the statistics have been run and analyzed.

Supervisor Becker left the meeting at 2:05 PM. A quorum of the Comprehensive Planning Board was still present.

A motion was made by Supervisor Bock and seconded by Supervisor Kletti to approve the Citizen Advisory Committee approved Land Evaluation and Site Assessment (LESA) analysis for the Agricultural portion of Chapters III and VII of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035 with all the additions and corrections discussed. All members present voting aye, the motion carried unanimously.

Update and Discussion on the County Preparation of Local Government Comprehensive Plan Reports – Inventory Data

Andrew Struck reported that Nicole Sidoff has been compiling the text for the local municipal plans and Sameer Rana has been working on the GIS maps. The housing chapter has been finished and a chapter tailored to each community has been mailed. The economic development chapter has also been tailored to each community and will be mailed soon.

Al Kletti requested a copy of the Village of Grafton’s Housing and Economic Development Element Chapters. Al inquired how the CPB is going to relay comprehensive planning information to the full county board. Andrew Struck responded that the presentation of the inventory data to the full county board was an attempt to inform the full board of the data that has been compiled for the comprehensive planning process. When the plan is ready for adoption we will be able to show that the recommendations in the plan were the result of the goals and objectives that were developed based on the inventory data and public participation.

Update on the Agricultural and Natural Resources (ANR) Work Group

Andrew Struck reported that the ANR Work Group will be meeting tonight and will hear two presentations on water issues, specifically the Regional Water Supply Plan and the Regional Water Quality Management Plan Update for the Greater Milwaukee Watersheds. Andrew also noted that the brainstorming notes of the March 20, 2007 ANR Work Group meeting was included in the Board’s packet.

Update on the Land Use, Transportation and Utilities & Community Facilities (LUTU) Work Group

Andrew Struck reported that the LUTU Work Group will be meeting next on May 22, 2007. Andrew also noted that minutes of the past LUTU Work Group meeting were included in the Board’s packet.

Update, Discussion and Possible Action on Implementing the Comprehensive Planning Public Participation Plan (PPP) for Ozaukee County

Review, Discussion and Possible Action on the Amendment update to the approved Public Participation Plan (PPP) for the Multi-jurisdictional Comprehensive Plan for Ozaukee County: 2035

Tom Richart read through several sections of the addendum, including the second paragraph under item number seven on page three and items two, three and four under section ten on page four. The process for recommending a comprehensive plan to the County Board needs to be clarified. Does the Comprehensive Planning Board make a recommendation to the Environment and Land Use Committee and then they make the recommendation to the full County Board or does the Comprehensive Planning Board make the recommendation to the full County Board? Previously, the Smart Growth Committee had the authority to recommend the plan to the full County Board. Therefore, he noted that the Comprehensive Planning Board should have this same authority.

Andrew Struck commented that under the old committee structure, the Smart Growth Committee had the authority to recommend the comprehensive plan to the full County Board, except for issues specifically related to shoreland and floodplain zoning, which would be reviewed by the former Land Conservation and Zoning Committee prior to a recommendation to the full County Board through the Smart Growth Committee. The Smart Growth Committee was adopted by ordinance, but the ordinance was not updated during the County reorganization and incorporated into the Policies and Procedures manual. Staff will need to have further discussions with Tom Meaux and Dennis Kenealy to clarify the process for recommending a comprehensive plan to the County Board and clarifying the process that was established with the Smart Growth Committee ordinance.

Tom Richart commented that the intent of the original Smart Growth Committee and now the Comprehensive Planning Board was to have representatives from each of the comprehensive planning related County Board Committees, so that we did not have to run every element through its respective committee for a recommendation to the full County Board. For example, the transportation element would be reviewed by the Public Works Committee.

The Comprehensive Planning Board came to consensus in changing item number seven on page three to reflect item number four on page four. Also, the sentence that reads "Following necessary revisions, the Environment and Land Use Committee will forward a recommended plan to the County Board," should be removed from item number four on page four. It was further recommended that the original Smart Growth Committee ordinance be reviewed and updated accordingly with the Comprehensive Planning Board.

A motion was made by Cindy Bock and seconded by Al Kletti to make the appropriate changes discussed to the Ozaukee County Policy and Procedure Manual and to make the appropriate language changes to the Smart Growth Committee ordinance. All members present voting aye, the motion carried unanimously.

Tom Meaux commented that he would follow-up with Dennis Kenealy.

It was also mentioned that Appendix A needs to be updated with current e-mail addresses for Katie Smith and Nina Look.

Andrew Struck reported that a revised Addendum will be drafted for the next Comprehensive Planning Board meeting for review and approval.

Update and Discussion on the Participating Local Unit of Government’s Plan Commission Meetings/Design Workshops and Status of Progress on Local Comprehensive Plan documents

Andrew Struck reported that he and Ben McKay continue to meet with local elected officials and staff. These meetings should conclude at the end of June or early July.

Discussion on the County Fair Display and Space Rental

Andrew Struck reported that he was informed by the County Fair’s Administrative staff that previous vendors are solicited first for space in the Commercial Building at the County Fair. If there are some vendors that do not participate this year, there will be room for a comprehensive planning booth. We have been added to a waiting list for two booth spaces at the County Fair in the Commercial Building.

There was some discussion on the fees for booths and parking at the County Fair in the Commercial Building. Tom Meaux reported that there would not be a fee for a booth or parking at the County Fair in accordance with the Board’s request.

Discussion on the Intergovernmental Cooperation Workshop

Andrew Struck reported that when he and Ben McKay have meet with local elected officials and staff, there was not a lot of interest in a day time workshop because many of the elected officials and plan commission members have day-time jobs and would be unable to attend. There is a fifth Monday, Tuesday and Wednesday in October, which means that there are probably no local municipal meetings scheduled on those days. Staff is planning to hold this workshop on Tuesday October 30th and is currently soliciting presenters.

Due to having to cut back from a full day workshop to a nighttime workshop, there was not enough time to cover all of the agenda items. Staff will plan a separate implementation workshop that will be conducted in late 2007 or early 2008.

Discussion on the upcoming Comprehensive Planning Countywide Informational Meetings

Andrew Struck reported that these will be conducted in early 2008.

Paul Roback and Andrew Struck discussed materials included in the CPB mailing packet, including the age demographic fact sheet, the Farm Fresh Atlas, the American Farmland Trust Fact Sheet, Washington County Farmland and Open Space Preservation Tools and the 2007 Wisconsin Department of Administration comprehensive planning grant announcements.

The CPB requested that the County Board be informed of the approval of the LESA Analysis. The CPB also requested that the Age Fact Sheet be distributed to the full County Board.

Andrew Struck noted that the "brainstorming" notes from both the HEDCR Work Group and the CAC have been included in the packet for reference in discussing the goals, objectives, policies and programs in the Chapter. The Board or Staff made the following comments:

Supervisor Bock requested that Table XII-12 on page 11a be expanded to include information on the historic TIFs that were retired and when they were paid off. She noted that it was important to get a sense of not only the acres in the TIF, but also the dollars expended and when ultimately the TIF was closed.

Supervisor Bock requested that age demographic information be included for other age cohorts (e.g. age 55 and up). More businesses are offering early retirement packages.

Supervisor Bock requested additional information on seasonal residents - those that leave the County for warmer climates in the winter.

Supervisor Becker requested that a table be created comparing the number and types of businesses in Ozaukee County to similar counties in the State and/or Region.

Chairman Tom Richart requested that Agriculture and Dairy Farming be included as a desired business on page 18

Supervisor Bock requested that niche franchise businesses, especially restaurants, be included as desired businesses

Supervisor Becker requested that "residential development" be removed as a separate bullet and be added to the construction industry bullet.

Supervisor Bock requested to add housing developers to partner with government to develop housing for the aging population as a desired business

Supervisor Bock would like to add short commute times to employment as a business strength and high land cost as a business weakness.

Supervisor Richart requested that on page 22 that a program to distribute business retention survey to businesses should also focus on housing options.

Supervisor Bock requested on page 23, the third program should also list actual physical places in Ozaukee County to distribute educational materials. This includes Seek, Manpower and the Workforce Development Center at MATC.

Andrew Struck reported that the 4th objective on page 25 will be tied to the land use map. This can not be done until all of the local communities send their information to us.

Supervisor Bock requested that on page 26 to include information to encourage local governments to require developers to construct multi-tenant buildings that can have flexible floor plans for adaptive reuse.

Supervisor Richart requested that the third policy on page 26 be changed to "review funding levels of OCEDC" and that the third policy should be to "encourage all levels of government and local economic development groups to partner with OCEDC."

Supervisor Richart requested that similar language as the second program on page 27 be developed in the introductory paragraph on page 19.

Moved by Supervisor Bock and seconded by Supervisor Walerstein to approve the Preliminary Chapter XII, Economic Development Element of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035 with the additions and comments suggested and discussed. Update and Discussion on the Revised Meeting Schedule for the Multi-jurisdictional Comprehensive Planning Process for Ozaukee County

Andrew Struck reported that a revised meeting schedule was included in the CPB packet. The revised meeting schedule is to accommodate additional meetings of several of the element work groups. Andrew also referenced two other tables in the CPB packet, namely, the table entitled, Ozaukee County Comprehensive Plan Element Review Schedule and Ozaukee County and Participating Local Government Comprehensive Plans Element Preparation and Review Schedule. Andrew briefly described these two tables and the proposed dates.

Update and Discussion on the Preparation of Local Government Comprehensive Plan Reports

Andrew Struck reported that Nicole Sidoff has finished "customizing" the inventory portions of the housing element chapter for each participating local government, and is planning on running a statistical analysis on LESA for a school class project. Andrew mentioned that this statistical analysis will be very helpful to the Comprehensive Plan and in reviewing the LESA analysis.

Update and Discussion on the Comprehensive Planning Citizen Advisory Committee (CAC) and various Element Work Groups (PPP, HEDCR, ANR, LUTU, and LESA Technical Advisory)

Andrew Struck noted that the minutes of the January 9 and February 6, 2007 CAC meetings were included in the Board’s packet.

Update on the Housing, Economic Development and Cultural Resources (HEDCR) Work Group

Andrew Struck reported that the work group has completed their review of the Cultural Resources portion of the Agricultural, Natural and Cultural Resources element chapter. Evaluations and thank you letters have been sent to these members. This work group has sunset.

Update on the Land Evaluation and Site Assessment (LESA) Technical Advisory Work Group

Andrew Struck reported that this work group has forwarded their recommendations to the ANR Work Group for consideration and discussion. Evaluations and thank you letters have been sent to these members. The work group has sunset.

Update on the Agricultural and Natural Resources (ANR) Work Group

Andrew Struck reported that this work group will meet tonight. Staff are actively trying to get more farmers involved on this work group. Staff have mailed letters to each of the members of the LESA Technical Advisory Work Group with farming background again to ask for their assistance on the ANR Work Group. Staff have also made several personal contacts and have requested for any suggestions or contacts on farmers willing to participate. Andrew referenced the work group member listing included in the CPB packet, which has the most recent list of members for each of the element work groups including the LESA Technical Advisory Work Group.

Update on the Land Use, Transportation and Utilities & Community Facilities (LUTU) Work Group

Andrew Struck reported that staff has sent introductory letters to all the potential members requesting their involvement on the work group and participation at the first meeting on April 3, 2007.

Update, Discussion and Possible Action on Implementing the Comprehensive Planning Public Participation Plan (PPP) for Ozaukee County

Discussion and Possible Action on updating the Public Participation Plan (PPP) for Ozaukee County

Andrew Struck reported that staff have reviewed the adopted PPP (adopted December 2004) and have found several necessary updates in the document due to changes (since adoption) in the Ozaukee County committee structures, revised timelines and changes to committee memberships (e.g. Comprehensive Planning Board vs. Smart Growth Committee). Andrew noted that most of the items that need updating in the adopted PPP are house-keeping items to keep the PPP current and up-to-date. The CPB members discussed the proposed updates.

Motion made by Supervisor Walerstein and seconded by Supervisor Becker to have staff revise and update the PPP as needed and bring back to the Comprehensive Planning Board for review and approval. All members present voting aye, the motion carried unanimously.

Update and Discussion on the Participating Local Unit of Governments Plan Commission Meetings/Design Workshops and Status of Progress on Local Comprehensive Plan documents

Andrew Struck referenced the table included in the CPB packet entitled, Ozaukee County Multi-jurisdictional Comprehensive Plan Information Received from Participating Local Governments. Andrew reported that the City of Mequon still needs to complete several initial items and a few of the other communities are in the process of finalizing this information for their local Issues and Opportunities chapter. Staff have been working with local communities when we are requested to assist. Overall, local communities seem to be positive and pleased with the Multi-jurisdictional Comprehensive Planning process.

Discussion and Possible Action on the County Fair Display and Space Rental

Andrew Struck reported that the CPB and CAC have both requested a larger presence at the Ozaukee County Fair in 2007 for only Comprehensive Planning. Andrew reviewed that the display space utilized at the 2006 County Fair was one-third of a two booth space for PRLM and County Tourism. Andrew researched that a larger booth, similar to the Ozaukee Master Gardeners, would cost around $500 to rent. Andrew noted that there was no money placed in the 2007 budget for this item as space has been shared in the past. Another challenge is to provide enough "staff" to work the booth throughout the Fair. Without staff at the booth, most fair participants have not looked at the information in any detail. Some CAC members have indicated that they are willing to work the booth for the 2007 County Fair. Another cost, new this year, was the increase in on-site parking passes for staffing the booth. Andrew also noted that it may be difficult to get reservations for "new" space in the Commercial Building because previous vendors are solicited for renting the space first. Andrew noted that to his knowledge the Commercial Building is always filled, so it may be difficult to obtain "new" space.

Supervisor Bock commented that Supervisors receive parking passes to the Fair. She suggested that Supervisors that do not attend the Fair should turn their passes over to staff to utilize in order to reduce costs for the rental and parking.

Supervisor Becker questioned why the County is charged a fee to rent a booth or to park at the Fair. Tom Meaux said that he would look into this matter and report back to the CPB with a solution on the costs and space for the Comprehensive Planning display.

Motion made by Supervisor Becker and seconded by Supervisor Bock to have a large, two-stall booth for the comprehensive planning display only at the 2007 Ozaukee County Fair with the costs negotiated by Mr. Meaux. All members present voting aye, the motion carried unanimously.

Discussion on the upcoming Comprehensive Planning Countywide Informational Meetings

Andrew Struck reported that these meetings will occur in January 2008 at four locations around the County similar to the Kickoff meetings; however, these meeting will summarize the draft Comprehensive Plan.

Discussion on the Intergovernmental Cooperation Workshop

Andrew Struck reported that staff was working on developing a one-day workshop for local government officials on October 12, 2007. Topics covered may include boundary agreements, extraterritorial plat review and zoning, planning areas, shared services and purchase and transfer of development rights. Staff are hoping to bring in "experts" to discuss these topical areas and then have local community presenters discuss a local example.

Ben McKay presented a PowerPoint on this draft Housing Element chapter and Board members provided comment.

Supervisor Bock inquired if there was a down payment assistance program for homebuyers through the Veteran’s Office. Staff will look into this and discuss with the County Veteran’s Office.

Supervisor Becker inquired if the Federal Government designated the low income categories. Ben McKay responded that HUD at the Federal Government level sets these limits.

Supervisor Richart commented that the minimum wage comparison is not a fair assessment. How many county residents actually make the minimum wage? Many businesses that have low skill jobs have trouble finding employees and pay higher than minimum wage to attract them. We should use average wage for an entry level position.

Supervisor Bock added that $10 per hour seems to be a minimum wage for entry level positions. Andrew Struck and Ben McKay will check on the average pay per business sector.

Tom Meaux inquired if we could compare the number of disabled residents in Ozaukee County to surrounding counties. Ben McKay and Nancy Anderson will develop a comparison table to address this issue.

Supervisor Richart requested that the reference of UW-Extension be eliminated from the Home Consortium Board information on page 28.

Supervisor Bock stated that we need to encourage local communities to adopt affordable housing practices. Tom Richart commented that many communities conduct surveys and only develop programs in response to the majority and do not address minority concerns. Communities should address the minority’s concerns as well, especially when it is almost 50% of the community.

Tom Meaux commented that page 29 should reference the County’s goal of providing a continuum of care on the Lasata campus.

It was also discussed that the definition of affordable housing be reiterated and placed in bold or italics in Part 4, Housing Goals and Objectives and Recommended Policies and Programs.

Update, Discussion and Possible Action on Schedule/Timeline for the Multi-jurisdictional Comprehensive Planning Process for Ozaukee County

Andrew Struck reported that an updated County report preparation timeline and meeting schedule was included in the Committee packet. Staff envisions that this timeline and meeting schedule will have to be updated frequently. For example, when an element work group requires additional time to review a chapter, there is a ripple effect further down the meeting schedule. Andrew noted that a revised meeting schedule would be provided in the packets as needed to update the CPB members.

Update/Discussion on the Preparation of Local Government Comprehensive Plan Reports

Andrew Struck reported that the two County planning interns (Nicole Sidoff and Sameer Rana) are preparing the text and maps for the first five inventory chapters of each participating local government plan document. Nancy Anderson then distributed a table of maps that will be included in each local plan. Nancy Anderson discussed and explained the legend on the handout entitled "List of maps and figures for local government comprehensive plans." Nicole Sidoff then discussed the status of the text for the first five inventory chapters of each participating local government plan document. She noted that she was almost complete with the draft text for Chapters 1-5 for all of the participating local governments.

Update/Discussion on the Comprehensive Planning Citizen Advisory Committee (CAC) and various Element Work Groups

Andrew Struck mentioned the next meeting date and the tentative agenda items including review of the draft preliminary Economic Development Element chapter. In addition, the CAC meeting minutes from November 15, 2006 and December 5, 2006 were included in the Committee packets.

Update on the Housing, Economic Development and Cultural Resources Work Group

Andrew Struck commented that this Work Group has met several times and approved the Housing Element chapter. They will begin work on the Economic Development Element chapter at their next meeting, which is tonight (1/16/07).

Update on the LESA Technical Advisory Work Group

Andrew Struck reported that staff held a meeting on 1/10/07 to work on the draft scales and weights for each criterion based on the comments received from the Work Group. He mentioned that the next LESA meeting is February 7, 2007, where the full Work Group will be reviewing the criterion, scales and weights drafted by staff. Once the criterion, scales and weights are established, the GIS analysis will be used to generate the data and map. This data and mapping will then be used to compare against known parcels as a way of testing the GIS model.

Update/Discussion on Implementing the Comprehensive Planning Public Participation Plan (PPP) for Ozaukee County

Update on the Participating Local Unit of Governments Plan Commission Meetings/Design Workshops

Andrew Struck reported that a meeting with the Village of Belgium plan commission has been scheduled for late January (January 23, 2007). Staff are working to schedule a meeting with the City of Mequon, as needed. Andrew Struck also referred to the "Information Received from Participating Local Governments" table that was handed out as to the status of the various data requests (e.g. housing condition information and population projection) and the status of the development of their local Issues and Opportunities Element chapter.

First Fridays Forums Comprehensive Planning for Ozaukee Countys Future Quality of Life

Paul Roback reported that 44 people attended the First Friday Forum on January 5, 2007, entitled Comprehensive Planning for Ozaukee Countys Future Quality of Life. Evaluations were overall very positive. Participants agreed that they gained a greater understanding of the relationship between comprehensive planning and the future quality of life for Ozaukee residents (a 4.6 on a 5-point scale).

County Board Report/ LOGIN Report / CAC Report / Community Email Updates

Andrew Struck will present the inventory chapters and data to the County Board at their January 17, 2007 meeting. It was noted that staff is preparing the regular quarterly community e-mail update on the comprehensive planning process. It was also noted that LOGIN will hold a meeting on January 22, 2007.

Update/Discussion/Possible Action on the Multi-Jurisdictional Comprehensive Planning Process, WDOA Grant and the Multi-jurisdictional Comprehensive Plan for Ozaukee County

Discussion and Possible Action on the Draft Preliminary Chapter VI, Issues and Opportunities Element of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035

Andrew Struck stated that he and Ben M. have met with the plan commissions of all participating communities except the City of Mequon to assist with the development of local vision statements and goals and objectives for the local Issues and Opportunities Element chapter. Communities that have provided county staff with information have been included in this draft chapter. Communities that have not forwarded their comments to the County need to do so soon in order to keep the process on schedule. Staff has reviewed this draft chapter three times with the Citizen Advisory Committee (CAC). The CAC approved the County Issues and Opportunities Element chapter on October 3, 2006.

Supervisor Bock inquired if guidelines were provided to local communities. She commented that some vision statements are short and concise while other are longer. Andrew Struck responded that some communities updated the vision statement in their existing plan while others utilized an outline developed by staff or developed their own vision statement.

Supervisor Richart commented that he appreciated the work the CAC provided in improving the vision statement developed by the Comprehensive Planning Board (CPB).

Andrew Struck commented that the CAC felt strongly about including the issues statements on Page 3 of the draft chapter. Supervisor Bock commented that these statements could be placed in alphabetical order to prevent a perceived priority in the current order. Nancy Anderson responded that the statements could be placed in the same order as the element chapters, which would be consistent with the goals section. The consensus was to arrange the issues statements in this manner.

Supervisor Bock inquired if SEWRPC rates properties for their highest and best use. For example, if a parcel is agriculture, is that the best use of the land? Nancy Anderson responded that she was not aware of any study conducted by SEWRPC. Usually, local municipal assessors determine a "highest and best use" for assessment purposes (except for agricultural lands). Andrew Struck commented that these assessments are as much of an art as a science; however, assessors due follow State guidance. This comprehensive planning process, the comprehensive plans, and particularly the land use maps will show, based on community definitions, local inventory data and public input, the preferred "highest and best" use.

Supervisor Bock commented that on page six, the second to last paragraph uses the word "overall" too frequently, which makes the paragraph hard to read.

Supervisor Bock commented on the need to promote uniformity in zoning for shoreland setbacks in each community. Andrew Struck responded that the County and local comprehensive plans will address specific programs and policies in the element chapters.

Supervisor Walerstein inquired about the definition for affordable housing. Ben McKay replied that a definition will be included in the housing element chapter, and that what is considered affordable housing will vary by community. The definition that will be used is set forth by the U.S. Housing and Urban Development (HUD) agency.

Supervisor Bock commented on the need to include an objective on reducing duplication of urban services and facilities and that a definition should be included for the term "in-fill development."

Supervisor Richart commented that a new objective should be developed for transportation. He stated, "Encourage new transportation routes that reduce congestion, fuel consumption and air pollution."

Supervisor Bock inquired if we address street interconnectivity to reduce dead-ends. Andrew Struck responded that highway interconnectivity is addressed in the regional transportation plan (as well as the County transportation element chapter), but local roads would have to be addressed at the local level in the transportation element chapter.

Supervisor Bock inquired about promoting alternate transportation routes. Andrew Struck responded that this could be addressed in the transportation element chapter.

Supervisor Bock commented that high schools need to be encouraged to coordinate with MATC to accomplish business placement within the County.

Supervisor Richart requested that municipal halls be added to list of public facilities under the goal for intergovernmental cooperation.

Supervisor Richart also inquired about the State’s requirement for updating comprehensive plans. Andrew Struck commented that the State requires comprehensive plans to be updated every 10 years. However, both the CAC and CPB stressed the need for the Ozaukee County comprehensive plan to be a living document, which would require more frequent reviews and updates.

Moved by Supervisor Kletti and seconded by Supervisor Becker to approve the Draft Preliminary Chapter VI, Issues and Opportunities Element of the Multi-Jurisdictional Comprehensive Plan for Ozaukee County: 2035 with the additions and comments suggested. All members present voting aye, the motion carried unanimously.

Supervisor Richart commented that when you read through the minutes of these various meetings, you can see that staff incorporates all of the comments from the CAC and CPB into the chapters.

Update, Discussion and Possible Action on Schedule/Timeline for the Multi-jurisdictional Comprehensive Planning Process for Ozaukee County

Andrew Struck commented that the revised timeline reflects the desire to push back the agriculture element chapter in order to allow more time for the LESA Technical Advisory Work Group to finish their report. The housing and economic development element chapters will be pushed up. Andrew commented that the CAC has approved this timeline and the local municipalities have been informed of these changes.

Andrew Struck reported that the CAC will hear a presentation on the Regional Water Quality Management Plan Update by SEWRPC. The CAC will also review the Draft Preliminary Housing Element Chapter. In 2007, the CAC has agreed to meet monthly in order to keep the planning process on schedule.

Update on the Housing, Economic Development and Cultural Resources Work Group

Andrew Struck reported that the Housing, Economic Development and Cultural Resources Element Work Group will have their first meeting tonight. There are about 20 people on this work group, including builders, realtors, housing agencies and CAC members.

Supervisor Richart inquired if there were economic development people on the work group. Andrew Struck responded that there were some members with that expertise as well as the fact that additional people, for example from the Ozaukee County Economic Development Corporation, will be invited to later meetings that specifically deal with the economic development element chapter.

Update on the LESA Technical Advisory Work Group

Andrew Struck reported that this work group has met and will have another meeting in January. Criteria have been identified and the work group is currently working on developing a scale and weighting for each of the criteria. The result will be a parcel level map detailing lands best suited for agricultural use in the County, based on the LESA analysis.

Supervisor Kletti inquired how many people attended the meeting. Andrew Struck responded that approximately 20 people attended the meetings and about another 20 provided comments by phone or e-mail. He noted the work group membership is very diverse including farmers, agency staff and other citizens.

Supervisor Richart inquired about saving small acreage farming, such as a strawberry field. Andrew Struck responded that niche farming may be hard to analyze in this process, but it will be used to test the criteria, scaling and weights. Andrew mentioned that this was also discussed at the CAC during the presentation on the State Working Land Initiative. Supervisor Richart asked that the State Working Lands Initiative final report be forwarded to the members of the CPB. Staff will email this document to the CPB.

Supervisor Bock inquired if LESA goes against preserving rural character, such as having subdivisions next to farms. Supervisor Becker responded that LESA is a tool that can be used to develop policy. It was noted that it is primarily a tool to identify important agricultural land, not rural character.

Update/Discussion/Possible Action on Implementing the Comprehensive Planning Public Participation Plan (PPP) for Ozaukee County

Update on the Participating Local Unit of Governments Plan Commission Meetings/Design Workshops

Andrew Struck commented that he and Ben McKay have meet with all local governments except the City of Mequon to discuss population projections, visions, goals and objectives for the Issues and Opportunities Element chapter. Staff will meet with Mequon in January 2007, at the request of City staff.

Public Comment and Written Communications

Supervisor Richart commented that he enjoyed the presentation by Gary Radloff on the report from the Steering Committee for the Wisconsin Working Lands Initiative. Tom particularly liked the concept of farm enterprise zones. Supervisor Richart asked that the State Working Lands Initiative final report be forwarded to the members of the CPB. Staff will email this document to the CPB.

Update on Planning News and Educational and Outreach Resources

First Fridays Forum Comprehensive Planning for Ozaukee Countys Future Quality of Life December 1, 2006 at 7:30 AM - MATC

Andrew Struck and Paul Roback will present on the comprehensive planning legislation, the county process, public participation, survey results and inventory data. A flyer was included in the CPB packet.
