Chairperson Stolte called the Safety Committee to order at 10:10 am.

AED Program:
Committee was updated on the status of the sharp containers and AED’s.
This committee needs to have a budget for 2007 for supplies, training,
etc…Mr. Stolte and Administrator Meaux recently discussed that issue and
will evaluate an allocation in the 2007 budget.
Incident Reports:
Chairperson Stolte received no reports.
Inspection Protocols:
Reviewed Coordinator’s responsibilities as stated in the policy and
procedure manual. Policies need to be written to address questions such
as how often are inspections, what do you look for , and how often are
employee accident reports reviewed?
Lt. Galbraith suggested that Mr. Stolte’s replacement come to the
committee with a package and then the committee can review and give
input.
Loss Control:
We need to set goals to reduce losses and implement a safety
awareness campaign. The awareness program can let personnel know what
accidents/injuries are costing and where we are in our campaign.
New Employee / Visitor Incident Forms:
This item is still under development.
Options for Attitude Survey:
We will review handouts at the next meeting

Access Card Usage in Power Outage:
Mr. Hicks said the card reader is on the generator but the computer
that runs the access card program was not connected to the generator. He
has hired a contractor and the work will be completed within sixty (60)
days.
Incident Reports:
Chairperson Stolte received no reports. Julie Sauer reported she
hadn’t received any reports either. Rosie Kraus advised only very minor
injuries occurred at Lasata since the last meeting. Mary Fitzgerald
distributed the Injury Investigation and Analysis Guide from the State
of Wisconsin.
Pandemic Information:
Patty Ruth gave a very informative talk on preparedness planning and
how everyone will be affected by a pandemic. Handed out planning
information for businesses, families, and individuals. This will have a
huge economic impact and life style changes.
Stressed how important it is to get all county employees to buy into
this planning. Public Health and Emergency Management will meet and
compare planning documents. Will pick best or make hybrid and distribute
both internally and externally.
Automated External Defibrillator (AED):
A second letter will be sent to Mr. Meaux regarding the AED’s and
sharp’s containers, and asking for a response before the next meeting,
which is April 18th.
New Employee / Visitor Incident Forms:
Old forms are too long. This item is still under development.
Inspection Protocols:
We need to start being proactive regarding safety issues. Mr. Stolte
and Mr. Hicks will draft an office and facilities inspection guide.
Safety Quiz and Survey:
Safety quiz was reviewed.
Samples of safety checklists and surveys were passed out. Members
should review these forms and we will discuss at the April meeting.

21, 2006 Meeting

Emergency Plans For Justice Center and Administration Building:
The Emergency Plans for both buildings were approved by the Public
Safety Committee. They will now go before the Administration Committee

Automated External Defibrillator (AED):
The AED policy was approved by the Public Safety Committee and will
now go before the Administration Committee for approval.
A letter was sent to Mr. Meaux asking who would pay for routine
maintenance of the AED’s since the Safety Committee does not have a
budget. Also mentioned in the letter was that Highway and Lasata do not
have AED’s. Price list was included with letter.
Pandemic Information:
Pandemic information was tabled until next meeting
since Mary DeLuca was absent.
New Employee / Visitor Incident Forms:
Old forms are too long. Chairperson Stolte will look at the WC-12 and
develop a new form.
Safety Quiz and Survey:
Members were asked to take the quiz and the committee will review
their answers at the next meeting. Chairperson Stolte reported on
research he conducted on Safety Program components and will distribute
copies of appropriate documents for the Safety Committee members.
Suggestion was made to do fire extinguisher training because it has
been many years since county employees had this training.
Chairperson Stolte was asked by Mr. Meaux to develop a County Wide
Business Continuity Plan.
Lasata Safety Committee:
Chairperson Stolte and Mary Fitzgerald attended a meeting of Lasata’s
Safety Committee.
Motion made by Carolyn Godersky, seconded by Kathy Everix to adjourn
the meeting at 11:24 am. All members present voting aye, motion carried.
Next meeting is March 15, 2006 at 1:30 pm, Emergency Management
Office, Justice Center.

January 18th,
2006 Meeting

Administration Building Security:
An office alarm on the fourth (4) floor sounded recently at 11:00 pm.
When police arrived, they had no way to get into the building.
Maintenance personnel from the Justice Center responded, but could not
get into the Department due to recent security lock changes on the 4th
floor. When Mr. Stolte called Port Washington Police to discuss this
situation, it was determined that the police did indeed have keys to
enter the building, however the second shift officers were unaware the
keys were available at the Police Department. Mr. Behlen confirmed the
Police Department has keys that allow them into the building as well as
into the individual Departments and offices for emergency responses.
Question was asked if the access cards would work if there were a
power failure. Mr. Behlen will check on this.
Lt. Galbraith suggested that if the Police Department doesn’t mind,
dispatch could enter information on the CAD system regarding where the
keys are kept at the Police Department.
Justice Center Court Security Unit (CSU) and related protocols are
set to go into effect in about one month. There needs to be a manual for
employees so they know what to do and policy training. This needs to be
a coordinated effort with our committee and the statutory committee to
make this plan work.
Incident Reports:
Chairperson Stolte received no reports. Mrs. Kraus reported that she
prepares reports for Lasata, complete with filtered versions for
statistical analysis. Mr. Palubiski noted the Highway Safety Committee
discusses issues, but do not share any prepared statistical data. Mr.
Stolte advised that the County should be doing the same thing reflecting
the full County experience in addition to the site specific analysis.
The Injury and Incident Reports still go to the Human Resources Director
(County Administrator), but include many details the Safety Committee
does not need to access. Protocol needs to be established on how reports
will be filtered and sanitized version then forwarded to this committee
for review, analysis and recommendations for corrective actions.
Suggestion was made to update the employee report and possibly make a
new one for visitor incidents.
Emergency Plans For Justice Center and Administration Building:
At the Justice Center, it was suggested to make these plans part of
the bigger document for this building.
The Administration building changes were highlighted and discussed.
Mr. Stolte noted that if the plans are recommended by this Committee,
he will take the Justice Center and Administration Emergency Plans to
the Public Safety Committee for them to review and then approve at their
February meeting.
Motion was made by Ann Flierl, seconded by Lt. Galbraith to recommend
approval of the Justice Center and Administration Building Emergency
Plans. All members present voting aye, motion carried.
Automated External Defibrillator (AED):
Mary DeLuca and Mary Fitzgerald finished updating the AED response
plan. Updates were reviewed by the committee and additional changes
recommended.
Chief Mitchell will get a copy of the response plan. Department heads
will receive a copy of the response plan and it will be up to them to
distribute to their staff.
During construction at the Justice Center, first floor, the AED that
was kept in the lobby across from the Clerk of Courts will be relocated
to behind the counter at the Clerk of Courts until this project is
completed.
Lt. Galbraith will check with the jail to see if they would do the
maintenance checks on the AED until the CSU is trained. Once the CSU
officers are trained, they will check the unit on a regular basis.
Question was asked why Lasata and Highway do not have AED’s. Members
discussed the issue. Mr. Stolte will contact the respective Department
Heads to gather their input before the Committee makes a recommendation.
Motion was made by William Stolte, seconded by Ann Flierl to approve
the AED documents as amended. All members voting aye, motion carried.
Other Topics:
Pandemic information was distributed to the committee. Members will
read the information and a discussion will follow at our next meeting.
Gerard Behlen reported that a syringe and empty vial was found by
maintenance when they were changing the toilet paper roll in the ladies
bathroom on the first floor of the Justice Center. Mr. Stolte will send
out an email to all employees regarding this incident and the proper
procedure to dispose of such items.
Motion made by Gerard Behlen, seconded by Mary DeLuca to adjourn the
meeting at 3:30 pm. All members present voting aye, motion carried.

AED Use Policy:
Need CPR re-certification with new protocols in
September of 2006.
Question was raised regarding who is certified in
each building? Julie Sauer will check to see if she can find a list of
personnel who went thru the course and also check to see if a letter was
ever sent to Port Washington Fire Department providing written notice of
the defibrillator’s ownership, method of notification, type of
defibrillator, where it is located, intended usage area and established
AED plan for the Administration Center and the Justice Center.
Check to see if there is a list of people trained, by
floor, next to each AED.
An email will be sent out to all employees on
renewing their certification and inviting those who have not been
trained yet to attend.
Mary DeLuca and Mary Fitzgerald will meet before the
next meeting to update the AED protocols.
Chairperson Stolte will discuss internal education
regarding the AED response plan at the next department head meeting. All
staff in both buildings need to be aware of the AED response plan, their
role in the plan, how to access the system, where the defibrillators are
located and what the response will be.
Administration Building Security:
Chairperson Stolte talked to Chief Thomas regarding
security at the Administration Building. Chief Thomas requested a letter
from Mr. Stolte stating the need for after hour’s security on Monday,
Tuesday and Wednesday evenings. This should be started after the first
of the year.
The Safety Committee wishes to thank Chief Thomas for
his prompt attention to this matter.
Incident Reports:
New form is needed that addresses employee or
visitor. Current form is written for employee and is lengthy. Protocols
need to be established regarding who gets completed form and what
follow-up is done and by whom to make sure cause has been addressed
Handicap Evacuation For Employees And Visitors:
Chairperson Stolte toured the administration building
with Joe Hicks. They identified a primary and secondary area on each
floor for handicap evacuation. Mr. Stolte recommended to County
Administrator Meaux that a select group of employees be allowed to
attend Citizen Emergency Response Team (CERT) on paid time to act as
aids for those people needing evacuation assistance and to provide
leadership if the facility sustains disaster damage. The employee CERT
class will have special training on handicap evacuation. Also, signage
is needed to identify these areas on each floor.
Other Topics:
An employee expressed concerns to the Safety
Committee regarding the air quality and lack of cleanliness at the
Justice Center. The employee noted that the only places in the Justice
Center that are cleaned thoroughly and regularly are the courtrooms and
judges chambers. Members discussed the belief that cleaning should be a
function of the Facilities Department and not individual departmental
employees. Members discussed a recommendation to County Administration
to increase time allowed for cleaning staff. Chairperson Stolte will
discuss this with Mr. Meaux and Mr. Waldkirch.

Justice Center Security Manual:
Lt. Galbraith attended the meeting to give the
committee a briefing on phase 1 of the security plan. Phase 1 is
securing the first floor. Phase 2 will be the rest of the building.
Training will come after the security people are hired. Lt. Galbraith
will talk to the statutory committee regarding what was discussed today.
Administration Building Security:
Mr. Meaux met with Port Washington Police Chief
Thomas to discuss security at this building. Chief Thomas has agreed to
have officers patrol the building at random times 2 or 3 nights a week.
Exact nights will depend on the nights that Human Services schedules
their meetings.
Would like the draft done by the time this committee
meets again.
Fire Drills:
Justice Center drill is on hold until the volume of
the horns in the jail are fixed. Johnson Control will submit application
to state to change setting of the horns. It was brought to the attention
of this committee that many people at the administration building don’t
remember the difference between the tornado and fire alarms. The tornado
alarm is a short blast followed by a verbal message. Mr. Behlen will
test the tornado alarm at the administration building to make sure it
works.
Safety Policy:
Current ordinance was reviewed. Redo accident reports
so they are more user friendly.
Incident Reports:
Mr. Pritzlaff reported that there is a rash of
traffic accidents this past month.
Handicap Evacuation For Employees And Visitors:
Mr. Stolte talked to Mr. Meaux, Chief Mitchell and
Mr. Waldkirch regarding evacuation procedures. There will be a primary
and secondary evacuation area on each floor. The primary area will be
checked first by CERT trained employees and then the secondary area is
checked. Employees who volunteer to help with evacuations will get CERT
training and fire department training.
AED Use Policy:
Tabled until next meeting.
Emergency Stickers For Phones:
Lt. Galbraith or statutory committee will address
this issue
Guidelines For Departments On Fire / Health Hazards:
Mr. Stolte talked to the department heads at their
monthly meeting.
Other Topics:
A committee member mentioned the lack of cleanliness
in the Justice Center. Mr. Behlen said he has already addressed this
with the night cleaning crew.

2005 Meeting
Chairperson Stolte called the Safety Committee to order at 10:07 am.

Chairman Stolte will send out an email to all employees discussing
the changes to the Safety Committee. He will talk about the tasks of the
committee and review what our function is.
Question was asked regarding who is on committee. It was decided that
if a member can’t attend a meeting it is their responsibility to find an
alternate from their department to attend meeting. And if the member is
responsible for a task it is their responsibility to update the
alternate on the progress of that task so that we can complete tasks
faster and get them off the task list.
Administration Building Security:
It was recommended that Human Services use the
request from the judges as a model for the administration building. It
was felt that the administration committee will look at the issues,
options, cost benefit analysis and recommendations. Identify options and
then meet with Safety Committee to prioritize options.
Port Washington Police responded to an incident
recently at the administration building. Their response time was two
minutes to get on scene, yet it took longer to find the correct
stairwell to take them to the department that needed assistance.
Also suggested was that Mr. Stolte meet with Mr.
Haupt to discuss all options.
Handicap Parking:
Mr. Behlen will check handicap sidewalk pitch and
signage.
It was also suggested that when the area in question
fills with water, pictures be taken and forwarded to the city. It is
their responsibility to keep area draining properly.
October Fire Drills:
Fire drills at both buildings were canceled. Justice
Center drill was canceled until the jail horn volume issue can be
resolved. Mr. Meaux requested that the administration building drill be
postponed because of a committee that was meeting in closed session.
Both will be rescheduled as soon as possible.
Department heads should remind their employees that
these drills are mandatory for everyone or face disciplinarily actions.
Mr. Stolte will mention this at the next department head meeting.
Questions have arisen concerning handicap evacuation
for employees and visitors. One suggestion was to ask handicap employees
for their input on evacuation procedures once they are reviewed. Mr.
Behlen stated that ADA says handicap individuals should be put in
enclosed stairwells until the fire department or employees can help them
down the stairs. Contact Chief Mitchell about his thoughts on this
issue.
It was mentioned that other departments are more
fire/health hazards then others. A suggestion was that Mr. Stolte
mentions this concern at the next department head meeting. Give the
department heads guidelines on this issue and what the expectations are.
AED’s:
Mary DeLuca will forward the AED use policy to Mary
Fitzgerald who will forward to all committee members. Please review this
by the next meeting.
Emergency Numbers on Phones:
Mr. Stolte will contact Chief Mitchell regarding this
issue.

The Safety Committee met on September 21, 2005 at 1:30 pm at the
Justice Center.
Committee Members Present:
Gerard Behlen, Laurie Blattner, Mary Fitzgerald, Ann Flierl, Carolyn
Godersky,
Rosie Kraus, John Kuhnmuench, and Ron Pritzlaff
Administration Building – Security. In response to the Ozaukee
County Safety Committee to a request for increased security at the
Administration Building, the Administrative Committee requested further
detailed recommendations which provide options and cost analysis similar
to the report recently prepared by staff at the Justice Center. The
Committee stated that some, although not all, requested changes were
made to an earlier request for increased security. Examples were citied.
The Safety Committee discussed possible options and agreed to prepare
a more detailed analysis in support of any recommendations, including
the number of sensitive meetings held during normal work hours and after
hours where the security need may be the greatest. It was noted that
some sensitive evening meetings may be the personal preference of the
Social Worker and should be evaluated by the Department Head for his
recommendation. Or, for example, sensitive evening meetings might be
curtailed or have limitations such as two evenings per week. However,
security issues are also present when public meetings are held during
evening hours when the building is closed. Gating of parts of the
building should be explored, as should an increased security presence.
It was recommended that emergency calls for assistance from pagers which
are presently routed to the Sheriff Department should be redirected to
the Port Washington Police Department, given their close proximity to
the building. Other suggestions were special rooms with sound
monitoring, and sign in and out at the building entrance. Cost estimates
are required for all recommendations. In preparation for further
analysis by the committee, John Kuhnmuench will prepare a list of
options discussed and distribute for comment prior to the next meeting.
2 Handicap Parking at the Administration Building. A complaint
was received by the Human Resources Director on the distance of handicap
parking to the Administration building entrance. Maintenance will
contact the Port Washington Department of Public Works and review
sidewalk pitch requirements in front of the building for ADA compliance
and possibly move signage to mid-block.
3. Development of Safety Manual and Training. A Safety Manual has
now been developed and training is pending.
Department Safety Policies. A Safety Program was developed with
training scheduled in spring for Parks seasonal employees
5. Other Comments/Suggestions. Due to several recent incidents
with
a visitor having panic attacks, a suggestion was made for a first aid
kit
and oxygen. It was agreed that only medical personnel may dispense
oxygen and it should not be available for untrained personnel.
Defibrillator refresher training will be needed soon. The Maintenance
Department monitors batteries in the AED’s and changes them every
two years.
October is Fire Prevention month and a mandatory fire participation
drill will
be held during the month.
Citizens Emergency Response training, open to the public, is being
held on
on October 8/9 and November 5/6. Interested participants are
encouraged
to attend.
Given the presence of bats in the bell tower at the Administration
building,
employees are reminded to call maintenance for disposal of all pests.

July 20, 2005
The Safety Committee met on July 20, 2005 at 1:30 PM at the Justice
Center.
Committee Members Present:
Laurie Blattner, Mary DeLuca, Ann Flierl, Rosie Kraus, John
Kuhnmuench, Bill Stolte and Ron Pritzlaff
Department Safety Policies. The County Board approved
security/safety issues at the Justice Center. Alpha Terra is
updating existing safety procedures for the Highway Department
and are preparing written safety procedures for the Parks
Department. Alpha Terra is also providing safety training to
full and part time staff in the Parks Department. A committee
member stated that a safety training need also exists for the
Maintenance Department and John Kuhnmuench will look into the
possibility of County Mutual providing that training.
Administration Building Security and After Hours Access. The Human Services Safety Committee presented a memorandum
outlining safety issues of staff at the Administration Building.
The memo stated that staffs are vulnerable in view of the
clientele served on the 3rd and 4th floors
and the in the absence of uniformed security on the premises. A
motion to recommend that the County through the Administrative
Committee look further into this issue passed unanimously.
Development of Administration Building Safety Manual and
Training. The committee then agreed that a need exists for
an Administration Building Safety Manual be developed and for
the county to provide annual safety training which should be
documented and audited.

outlining safety issues of staff at the Administration Building.
The memo stated that staffs are vulnerable in view of the
clientele served on the 3rd and 4th floors
and the in the absence of uniformed security on the premises. A
motion to recommend that the County through the Administrative
Committee look further into this issue passed unanimously.
Working in Adverse Weather Conditions. An employee
concern on health hazards when working outside in high heat and
humidity conditions was brought to the attention of the
committee. After discussion, the consensus was that department
heads and supervisors should assure safety and be alert to
extreme weather conditions, providing alternatives when
possible.
Floor Safety in Technology Resources. The Safety
Committee was advised by Mr. Buhler that the tile floor in
Technology Resources has become slippery due to wear of the
coating on the tile. The consensus was to refer this problem to
the maintenance department for repair.
AED’s at County Golf Courses and other remote locations. Discussion centered on critical incident protocol and an
explanation of those policies for the golf courses. There was
further discussion on whether the county should purchase AED’s
for the golf courses. No resolution was reached. A question was
raised whether Human Resources has a list of personnel who are
trained to operate AED equipment. The only list of AED trained
staff were those attending the county training session. It was
suggested that department heads provide a list of trained staff
and date of employee certification to Human Resources, as some
staff have been trained elsewhere.
Lion’s Den Safety Issues. The Lion’s Den is open to the
public in an undeveloped state for "passive recreation." At this
time there are few signs at danger areas including at the
unfenced bluff. There was a general discussion of responsibility
for safety at the Lion’s Den with three departments, Parks,
Highway and PRLM having some aspect of responsibility. These
departments, working together, are providing such items as
overall development, trail markers, maps, maintenance,
buildings, signage, walkways, etc. The committee was advised
Andrew Struck is looking into development and safety issues.
8. Other Comments/Suggestions. Bill Stolte, Emergency Management
Director, stated that the water leakage problem at his office remains
unresolved. The committee endorsed that it is imperative that the
leakage problems be resolved before there is a serious incident as this
office has extensive electronic equipment.
There being no further discussion, the committee adjourned at 2:45
pm.

1. Department Safety Policies. Alpha Terra Science continues to
develop safety compliance programs for the Highway and Parks
departments. Safety issues raised by U.S Marshals at the Justice Center
are in the Marshal’s report which is on the website. The Justice
Center’s Safety policy was approved and training is planned. The County
is in process of obtaining quotes for a variety of security equipment in
connection with the Marshall’s report. Safety training videos with free
access to the County can be obtained at www.wisconsincountymutual.org.
John Kuhnmuench attended a portion of the Highway Department’s week long
annual safety training meeting and made a safety presentation. Safety is
strongly emphasized at Highway as the construction industry is most
susceptible to employee injuries. The County is becoming more proactive
on safety issues of loss prevention and loss control. John Kuhnmuench
reminded Departments again that safety incident reports are to be
forwarded to Human Resources. Additionally, all return to work reports
should come directly to Human Resources (HIPPA requirement),
including industrial and contagious type issues.
2. Development of Safety Manual and Training. The draft
Safety/Security Manual was briefly discussed, including implementation
and training of employees.
3. Administration Building – After Hours Access. The majority of
incidents appear to occur on the 3rd and 4th
floors of the building. After an incident occurs, review should analyze
emerging patterns and include: How did it happen and could we
have performed better, if so, how? Discussion centered on more
controlled access, reviewing ways to control movement in the building,
including gates, security doors, closing off sections, and security
presence. A security "buzzer" to either the County Clerk’s office or the
Sheriff’s Department might improve security in the Treasurer’s Office.
4. Other comments/Suggestions.
The week of April 25 is Tornado week and a drill is scheduled.
The severity of workman’s compensation claims at Ozaukee County
is the highest in history in severity of claims, but not in volume.
As part of the Wellness Program, ergonomic training was underway. The
committee continues to look for wellness topics.
There was additional discussion of security at the Justice Center
including
reconfiguration of the entrance for a magnetometer, visitor peaks and
valleys,
limited security access and the addition of more cameras.

The Safety Committee met on February 15, 2005
at 10:00 am in room 218 at the Administration Center.Committee

1. Workplace Violence Policy. The proposed Workplace Violence
Policy was discussed and approved unanimously by the Safety Committee.
2. Weapons Policy. The draft Weapons Policy will be
circulated further to the Sheriff’s Department and to the District
Attorney’s office for comment. The Safety Committee will review comments
and then determine appropriate action.
3. Department Safety Policies. In January, John Kuhnmuench
attended the LaSata Care Center Safety Committee Meeting and distributed
their Resident and Employee Incident summaries as an example of how
others report and review data. For the County in general, OSHA incident
reports are available in the Human Resources Department. Ozaukee County
has retained a Safety Consultant to perform an audit, including proper
training, use of safety equipment etc. at both the Parks and Highway
Departments. Further safety analysis is underway at LaSata.
4. Bio-Hazard (Sharp’s) Containers. The Committee discussed the
type of containers needed and follow up needed with Bob Posley,
Purchasing Agent.
5. Development of Safety Manual. The Clerk of Courts office
prepared a Safety Manual for the Justice Center that will be distributed
to the Committee. In addition, John Kuhnmuench will follow up on the
status of the Marshall’s Review of Security at the Justice Center.
Further discussion and development of the Safety Manual was tabled to
the next meeting.
6. Other Comments/Suggestions. Ann Flierl noted that the study on
the Speed Limit on County LL at the Justice Center had location flaws.
Other issues such as a passing lane, etc are being addressed.
Members of the Committee (Mary DeLuca, Carolyn Godersky and Ron
Pritzlaff) will finalize the County’s AED policy.
Gerard Behlen reported a citizen complaint on handicap access to the
Administration building. It was noted that the city will not allow
additional handicap parking and there was further discussion on the
possibility of relocating existing handicap street parking. Gerard
pointed out the problems of slush and water gathering in the area, as
well as the need to explore regulations of pitch, slope and grade prior
to making final recommendations.
Bill Stolte identified the need to incorporate handicap evacuation
procedures and will draft revisions to the existing policy. He
encouraged suggestions from the Committee.
Bill Stolte advised the Committee of a new course on Community
Emergency Response Team Concept. This training would identify hazards in
the work place, provide basic first aid information, search and rescue
hazards, use of fire extinguishers, etc. All training and materials are
funded through Homeland Security.
Scott Palubiski reported that the drainage issue for the Radio Room
at the Justice Center is on the Highway Department’s agenda.
Seeking input from employees, John Kuhnmuench asked for
ideas/suggestions for the annual Christmas party.
The next Safety Committee Meeting will be held on Wednesday, March
16, at 1:30 pm in Room 240 at the Justice Center.

The Safety Committee met on January 19, 2005 at 1:30 pm in room 240
at the Justice Center.
Committee Members Present:

1. Speed Limit on County LL. The Ozaukee County Sheriff’s
Department conducted a speed survey on Cth LL between Sth 32 and Sth 33.
A total of seven surveys were conducted in this area between January 3rd
and January 8th, 2005. A total of 313 cars were tracked with
the average speed being 43mph. The 85th percentile speed is
48mph. The configuration of the subdivisions, the demographics, and the
amount and position of the accesses determines the necessity of speed
changes. The summary findings were that lowering the speed limit at this
time would be a reaction without having hard data. Further follow up
would come at a later date as concerns become more apparent. The Traffic
Safety Committee voted unanimously to support this recommendation.
2. Workplace Violence Policy. A draft policy on workplace
violence is in preparation. John Kuhnmuench will distribute the draft
for review at the next Safety Committee meeting.
3. Department Safety Policies. Ozaukee County has retained a

employees to forward suggestions on topics of safety to the committee.
John Kuhnmuench will ask Department Heads to encourage employees to
forward safety issues. It was noted that Public Health and Maintenance
departments review critical safety issues on a regular basis.
In a discussion on the need to repair building drainage outside the
radio room at the Justice Center, Scott Palubiski reported that the
Highway Department does not have the equipment to repair the problem.
They are looking into a temporary fix until the frost is out of the
ground.
Gerard Behlen reported that the fire alarm in the Jail has reduced
decibels with maintenance looking further into jail/building codes.
In a discussion on hearing loss and the use of appropriate protective
gear, John Kuhnmuench will follow up with the Sheriff and Highway
departments.
The next Safety Committee Meeting will be held on Tuesday, February
15 at 10:00 am in Room 218 at the Administration Center.

1. Speed Limit on County LL. Anne Flierl and John Kuhnmuench
presented the Safety Committee’s recommendation to the Highway Committee
to lower the speed limit from 45 mph to 35 mph at the Justice Center. The
Highway Committee plans to do a time study on volume and speed and will
also look into the possibility of adding a passing lane.
2. Workplace Violence Policy. The Courthouse Security Committee met
and agreed to adopt the Washington County Security Manual. They will
recommend adoption at their next meeting and design a training program for
staff at the Justice Center. John Kuhnmuench will distribute the proposed
policy, which stipulates the premise that employees should be able to work
in a violence free workplace at the next meeting.
3. Department Safety Policies. The Human Resources Committee
approved retaining consultant Alpha Terra to update county safety policies
and also study the Parks Department safety policies. Our Workers
Compensation claims for 2004 are estimated at $574,000, the highest ever.
There is definitely a need for the County to become more pro-active on
Safety. For example, LaSata’s claims are twice the national average for
injuries with 40% of the claims being from sprains from manual handling of
patients.
4. Bio-Hazard (Sharp’s) Containers. Public Health and Maintenance
Departments continue their follow-up.
5. Other Comments/Suggestions. In response to a question, Bill
Stolte noted again that no progress has been made resealing outside
building drainage at the radio room. Scott Palubiski will check status
with Bob Dreblow.
The next Safety Committee Meeting will be held on Wednesday, January
19, at 1:30 p.m. in Room 240 at the Justice Center.

August 17, 2004 at 10 am in room 218 at the
Administration Building.
Members Present:

1. Defibrillator (AED) Training. St. Mary’s Ozaukee
Hospital will provide training to approximately 30 employees on September
8 in the Auditorium at the Administration Center. Training time is
approximately 4 hours and will include training for both AED and CPR.
2. Air Quality at Justice Center. Employees in the Child Support
Office have completed the air quality survey provided by Dan Ziegler. The
problem appears to be localized in one area of the building. Completed
questionnaires are being analyzed by the Public Health Department to see
what problems, if any, remain. Part of the resolution was to bring more
fresh air into the building on a 24 hour basis. Also being looked into are
emissions from the surrounding area.
3. Administration Center Parking Lot Condition. The parking lot on
the South side of the building has been repaved.
4. Tornado and Fire Drills. Additional warning horns and
communication media have been installed at the Administration Building. A
question was asked as to whether the new systems have been tested during
work hours to confirm the system works in all areas of the building, with
the suggestion that a drill be held during fire prevention week. Staff
from Public Health questioned their exit procedure and asked whether there
was a better way to exit the building.
5. Additional Topics. There was discussion on the need for
additional safety training for employees, especially for new employees and
Parks, Highway and Seasonal employees. Disposal of retractable syringes
and insulin injections was addressed with the suggestion of installing
disposal devices in restrooms used by employees, visitors and jurors. It
was stated that there is a need to review the speed limit on Hwy 32 when
exiting the Justice Center, northbound. and that the speed may be too
high. It was further noted that any change in speed would require the
Highway Safety Commission making the recommendation. Review of an incident
on the 4th floor at the Administration building may suggest
looking into installing shatterproof glass in the reception area. On a
similar security note, Ken Brown should contact Gerard Behlen if there is
a consensus to relocate the "panic-button".

The Safety Committee met on July 21, 2004 at 1:30 pm in room 240 at the
Justice Center.
Members Present:

Cheryl Isacson, Ron Pritzlaff, Ann Flierl, and Jack Morrison
1. Defibrillator (AED) Training. The sub committee of
Kathleen Bleau, Mary DeLuca, and Carolyn Godersky have completed their
efforts in developing an AED usage policy, including post-incident
protocol. This has been forwarded to John Kuhnmuench for his review and
completion of areas still in question. Gerard mentioned he checked with a
representative of the manufacturer and found that the mouthpiece of the
AED is latex free however, it is not marked as such. Training dates and
times have yet to be confirmed.
2. Air Quality at Justice Center. Gerard Behlen reported that the
county has received costly bids to clean the air ducts at the Justice
Center. Air flow has been adjusted and Ann Flierl reported there was a
marked difference in the air quality since this took place. Dan Ziegler
provided a questionnaire for employees in the Child Support Office to
complete when they are experiencing illness in the building. These surveys
will be submitted and tracked to see if a determination of what is causing
the poor air quality can be made. To date, Gerard does not know if any
surveys have been turned in.
3. Administration Center Parking Lot Condition. Gerard reported
that the Highway Department has been contacted to repair the
depression/settlement in the South parking lot. As this has already caused
an injury to an employee the committee felt strongly that this is
something that should be repaired expeditiously.
4. Tornado and Fire Drills. Gerard mentioned that the exit
strategies discussed in the committee’s meeting last month were reviewed
and the following reported:
A) The stairwell outside of Public Health with a fire door will
need to be looked at with Joe Hicks and the Port Washington fire
chief to see if it is actually operational.
B) The gate in the old jail had a deadbolt which has now been
removed so that this no longer poses a problem with people exiting
in an emergency.
C) Conflicting exit instructions outside the County Clerks office
did not pose a problem as this allows individuals two ways in which
to exit the building.
There was further discussion on the fire/tornado drills at the Justice
Center. Ann Flierl mentioned that her department is new to the building
and is unaware of how to exit the building in an emergency. Mary
Fitzgerald will check to see if she has protocols for exiting the Justice
Center and get them to Ann.
Gerard mentioned that Peter Waldkirch had concerns about departments in
the Administration Center wanting push button locks for their doors. Peter
sees this as a problem if there is a fire.
There being no further business, the Committee adjourned at 2:10 p.m.

Members Present:

1. Defibrillator (AED) Training. St. Mary’s Ozaukee
hospital will provide training, most likely in our Auditorium. Training
time is estimated at 2 to 3 hours for approximately 30 employees. Human
Resources will survey the trainees to select a specific Tuesday in July.
The sub committee of Kathleen Bleau, Mary DeLuca, and Carolyn Godersky
continue in their efforts to develop usage policy, including post-incident
protocol. It was also mentioned that the mouthpiece of the AED should be
latex free. Gerard will check manufacturer’s specifications.
2. Air Quality at Justice Center. Dan Ziegler has provided a
questionnaire for employees in the Child Support Office to complete for
the Justice Center. John Kuhnmuench stated that the County would study all
possibilities in an attempt to determine the cause(s) of the problem,
which appears to be localized in one area of the building. Those
investigations continue.
3. Administration Center Parking Lot Condition. It was noted that a
recent injury was caused by a depression/settlement in the South parking
lot. Maintenance plans to patch this area as soon as possible and budget
repaving for next year.
4. Tornado and Fire Drills. It appears that some employees are
considering drills, especially tornado drills, optional. That viewpoint
needs to be corrected as drills are not optional and they provide
necessary training value. Cheryl Isacson suggested that there is a need to
reiterate that when conditions appear unsafe, employees are to immediately
seek shelter and not wait to be told. Improvements to the warning systems
have taken place at the Administration Center with installation of
additional horns and communication media. Scott Vesely joined the meeting
bringing to the Committees attention the following items:
Need to confirm that everyone has vacated the building when
warnings are given. Alternates may need to be designated in some
departments so that coverage is always available. The Evacuation
Policy contemplates a department representative who should attend to
this responsibility. Departments need to discuss and identify those
people on an annual basis, because of turnover and attrition.
Exit strategy needs to be reviewed in the following areas:
a) Stairwell outside the Public Health office
b) Exit signs in the old jail leading to a locked gate and
c) Conflicting exit instructions outside the County Clerks
office.
John Kuhnmuench and Gerard Behlen agreed to meet immediately after the
meeting to investigate the obstacles described by Scott and report back.
There was further discussion on the "smoke incident" in April. It was
suggested that supervisors should first get the people out, and then
investigate the source. Communication protocol was restated to first
contact Joe Hicks or Gerard Behlen by telephone and in their absence,
contact Mary Sampont in Facilities Management who can locate them by radio
contact.
There being no further business, the Committee adjourned at 10:45 am.
The next Safety Meeting will be held on July 21 at 1:30 pm at the
Justice Center in Room 240.

Meeting Minutes
The Safety Committee met at 1:30 pm in Room 240 at he Justice Center
Members Present:
Gerard Behlen, Mary DeLuca, Mary Fitzgerald, Carolyn Godersky, Nick
Holzer, Cheryl Isacson, John Kuhnmuench, Dean Roberts, William Stolte, and
Ron Pritzlaff (Secretary).
Defibrillator Update. Funds have been approved to process the
purchase order. Gerard Behlen confirming order with Bob Possley. Arrival
of equipment anticipated in one month. Need to identify the Who, Where,
When and How for training. Nick Holzer noted that defibrillator training
in the Sheriff’s department is in the form of a training manual, a video
and "hands-on" experience. Also, need to assure training materials comes
with equipment or has been ordered. Training options were reviewed with
Dean Roberts and Mary DeLuca agreeing to explore options. CPR training is
not required to operate equipment.
Defibrillator would be mounted in a closed box. Need to develop
protocol, signage and calling 911. Need to explore an alarm to dispatch
when equpment is pulled. Facilities Management would perform maintenance,
notably checking batteries.
ID Badge Update. "Chips" to attach to ID badge are being issued.
Locks
Change on April 1, or shortly thereafter. Old entrance keys need to be
collected and turned in to Maintenance.
Air Quality. Gerard Behlen reported that Johnson Controls has run a
battery of tests in the Office of Child Support for 28 hours. They will
return next week to run further tests and will also check within ductwork,
air flow, CO, CO2, temperature, humidity. Gerard’s staff checked outside
dampers.
Fumes Event. There was a recent strong electrical smell in the
hallways of the Administration building. No fire alarm was set-off. Upon
investigation, it was determined that the cause was an air handling motor
– single phasing. Temporary "power outs" and short blips are most likely
cause of motor failure. Although there may not be afire, fumes can be
toxic. Several employees experienced extreme discomfort from the fumes and
there was general concern for those with asthma, visitors with small
children, pregnant women, and a general lack of direct communication
during this event.
Communication protocol needs to be reviewed to improve coordination of
effort as well as reviewing this subject with all Departments. Employees
are advised that their safety is paramount and to call maintenance
immediately when fumes are discovered. Maintenance should quickly
communicate to employees by calling dispatch if necessary as they have
access to the speaker system in the Administration building. Emergency
Management would also like to be notified when alarms are pulled, to
assist in evacuation or whatever.
Additional Discussion.
A suggestion was made for Departments to perform an inventory of
safety/training videos for general sharing with others.
In response to a question, (OSHA) Incidence Reports are still required
and should be forwarded to Human Resources.
A suggestion was made for the County to offer CPR training to
employees.
John Kuhnmuench offered that he has reminded Department Heads of County
policy on Personal Use of County Property.
The topic of general office safety training to accommodate employee
requests was discussed including ergonomic presentation’s, such as for
keyboarding.

Meeting Minutes
The Safety Committee met at 10:00 am in Room 218 at the Administration
Center.
Members Present:

Mary DeLuca introduced new Public Health Nurse, Deb Bartlett, who also
has a background in Safety.
Defibrillator Update. Purchasing of defibrillators is pending
approval from the Finance Committee at their February 27 meeting to
transfer funds.
ID Badge System Update. The system has been installed, tested
and is fully functional. John Kuhnmuench will work with Department
Heads to identify personnel needing access to the Administration
Center outside of normal business hours. John, with input from the
Safety Committee, is developing the policy on use requirements.
Air Quality at Justice Center. Moisture meter has been
installed and Johnson Controls has been testing air quality in
selected areas of the building. Mold has not been detected. Further
testing is underway including testing moisture in the walls.
Review of Existing Safety Ordinances and Procedures. A) A
recent power outage at the Administration Center suggested a review
of emergency procedures, such as elevators not running and
procedures for those in wheel chairs or other handicaps. Human
Resources will take the lead in notifying departments on status. The
Dispatch Center can relay information to speakers at the
Administration Center. John Kuhnmuench will remind Department Heads
of procedures and responsibilities. B) The Committee reviewed
procedures on the use of County property for personal use including
use of County vehicles, computers and telephones. In summary, County
property can only be used for official County business.

The Safety Committee met in the Emergency Management offices at the
Justice Center at 1:30 PM
Members Present:

Defibrillator Update. Transfer of funds is in process for purchase.
Purchasing and delivery should be quick thereafter. Equipment installation
needs to be visible and centrally located. Locations under consideration
include near the Clerk of Courts Office at the Justice Center and near
Public Health in the Administration building.
Badge System Update. Wiring and the computer have been installed.
There is a minor problem with compatibility which should be resolved soon.
Need to request a completion date.
Smoking Area Designation. Due to an error in the meeting minutes,
there was confusion in the designated smoking area at the Administration
Center. The corrected minutes read: The south west entrance to the
Administration Center has been designated as a NON-SMOKING area.
Air Quality at the Justice Center. The following activities were
noted: a) Child Support area added a defuser, serviced the condensate pan
and changed filters. Johnson Controls has checked the air and found it
meets standards. Need to contact Johnson Controls to have further
monitoring of air quality. b) Clerk of Courts and Child Support area being
further checked for air quality with the humidifier, in both off and on
status. Researching County purchase of equipment, such as a moisture
meter.
Other Suggestions Welcome. A) General discussion on resumption of brown
bag lunches with topics such as Violence in the Workplace, Nutrition
and/or similar topics. B) Clerk of Courts office has requested
installation of carpeting near the Clerk of Courts office in the rear hall
to avoid slips especially during winter season to avoid slips as well as
improve general sound control. C. At the Administration Center it was
noted cracks are appearing in the North parking lot which need to be
repaired. D. Looking into a risk management presentation and/or Workplace
Safety Meeting for Ozaukee County employees. E. Exploring Health Risk
Assessment and health profiles which reward healthier life styles.
Aerobics continue, although more employees could be involved.
The next meeting is scheduled for Tuesday February 17, 2004 at 10:00 am
at the Administration Center. Room location to be announced.
