Town of Cedarburg requested a speed survey on Pleasant
Valley. Sheriff’s Department placed speed board, information forwarded

discussed state’s fatal crashes – 800 for 2005. Also discussion on
operating while intoxicated crashes, which were up from previous year.

Mike Einweck stated that barrier placement north on I43
north of STH 167 does not meet state requirements made by State. Monies
for barriers are allotted to Washington and Fond du Lac Counties. He will
check traffic volume for next meeting.
STATE:
Mike Einweck advised of new developments in County:
Cities of Mequon, Port Washington, Village of Saukville.
Discussion.
LOCAL:
Mr. Tackes discussed road improvements in the City of
Mequon. Also, speed limits not covered by county ordinance on CTH Y south
of STH 33 and north through the Village of Newburg.
Chief Knowles advised this would be rectified at
Ozaukee County Board meeting.
Mr. Tackes also advised of the problem the Highway
Department is having with discarded urine bottles deposited in garbage
drums near on-ramps.

limit is not in Ozaukee County ordinances. Dreblow and Chief Knowles will
visit this issue.
Chief also stated he received correspondence from a
constituent requesting to place stop signs on Ulao Parkway and CTH W.

Discussion on the date concerning the next meeting in
October. Decision is have meeting on October 11, 2005. Chief will check
with the state representative and supervisors as to their availability.

APPROVAL OF MINUTES:
Minutes approved as read.
COMMUNICATIONS:
Discussion on the intersection of CTH Y (Granville) and
Pioneer Road (CTH C), town of Cedarburg, City of Mequon.
Ms. Debra Markiewicz advised commission of her concerns
regarding the intersection of CTH Y and CTH C and Granville Road and
Bonniwell.
Bob Dreblow stated that Granville and Bonniwell Roads
are in the City of Mequon’s jurisdiction.
Ms. Markiewicz requested that signage " cross traffic
doesn’t stop" be placed on opposite sides of CTH Y (Granville) and have
signage face vehicles as they approach intersection.
Ms. Myers moved that signage to be placed on CTH Y
(Granville) north and southbound stating, "cross traffic does not stop" by
Ozaukee County Highway Department. Signs will be placed on opposite sides
of CTH Y and should be facing vehicles as they approach intersection.
Second by Mr. Eckert.

Chief Knowles advised that he has received two e-mails
from constituents of Ms. Leider’s for speed reduction while approaching
the intersection of STH 57 and CTH H.
Discussion.
Chief Knowles read editorial letter sent by Mr.
Stratton regarding sheriff’s department and driving while intoxicated.
Chief also distributed pamphlets on "Mobile Eyes"
program which will kick off on 03.17.04.
FATAL ACCIDENTS:
Four (4) fatals recorded this quarter.
Discussion on fatals.
STATE OFFICIAL'S REPORT:
Mr. Pfeiffer discussed traffic counts on STH 181 south
of Pioneer.
Mr. Loeffler discussed assembly bills/acts.
Mr. Dreblow improvements will be started on CTH T and
CTH W on 03.29.04. All work should be done on 06.30.04.
EDUCATIONAL ARTICLE:
Mobile Eyes/School’s out.
As the County Board reorganization will take place
prior to the next TSC meeting, Supervisors Jack Eckert and Fred Kaul
commented on their service with the Commission.

COMMUNICATIONS:
Chief Deputy Knowles stated that he received a letter
from a citizen regarding placing turn lanes on Pioneer Road eastbound and
Port Washington Road
Mr. Kaul advised that at the County Highway Committee
this was discussed.
Speed limit on Lakefield Road, town of Grafton:
Bill Grunwald, Town of Grafton supervisor, advised that
he forwarded a resolution to the Traffic Safety Commission requesting that
the speed on Lakefield Road between Port Washington and Green Bay Roads be
reduced from 55 mph to 45 mph.
Discussion.
Mr. Eckert made a motion, no further action to be taken
on speed reduction on Lakefield Road.
Dr. Campbell second, Knowles, Aagerup, Meyers, Dreblow,
Garms, Holicek, Campbell, Eckert, Einweck, aye, Smith, Kaul, opposed,
motion carried.
Speed limit on CTH H from CTH KK to the Fredonia
Village Limits:
Discussion
Motion made by Mr. Kaul to reduce speed on CTH H
approximately 2000 feet east of STH 57 for both eastbound and westbound.
Second, Aaerup.

Bob Dreblow requested that Mike Einweck, DOT, check the
speeds on STH 57 approaching CTH H.
FATAL ACCIDENTS:
Chief Deputy Knowles advised that there were only one
(1) fatal accident this quarter.
State year-to-date fatalities at 795.
STATE OFFICIAL'S REPORT:
Chief Deputy Knowles spoke on behalf of Tom Loeffler
regarding the state’s report.
Chief Knowles advised the Commission that the 2004
Highway Safety Performance Plan was available for their review.
Mike Einweck advised that the project on STH 32 has
been completed.
Mr. Kaul inquired about traffic counts on STH 181 south
of Pioneer. Mike Einweck will check his data to see when the most current
count was completed.
Bob Dreblow advised committee of the DOT’s Maintenance
Section reduction.
Discussion.
Bob Dreblow advised of the construction on CTH W and
CTH T, which will start in early March 2004.
Also changes in final design of Mequon Road and Glen
Oaks.
Chief Deputy Knowles advised of the 2004 calendar for
the TSC meetings:

Chief Deputy Knowles advised that he is in receipt of a
letter regarding problems with the intersection of Pioneer and CTH Y.
M.A.A.D. was invited to attend this meeting, but was
unable to attend.
A request to lower the speed limit on CTH I south of
STH 60. Mr. Dreblow was not present, request tabled until he arrives.
Chief Deputy Knowles advised that our county had one
(1) fatal accident this quarter and is still under investigation.

CTH I south of STH 60 revisited.
Mr. Tom Fischer, 11583 Shorecliff, Mequon is at the
meeting representing his son-in-law, Mr. Schwarz regarding lowering speed
limit.

Mr. Garms placed motion on the floor to recommend
lowering speed limit to 25 mph on CTH I from Oxford north to Fairfield
Subdivision, 35 mph north to STH 60.

The information from the Department of Transportation
will be placed on the agenda for the Traffic Safety Commission's next
meeting. Letter will be authored to Mr. Schwarz.

Chief Knowles advised received correspondence regarding
lowering speed limit on Western Avenue. Advised complainant that nothing
will be addressed regarding the speed limit.
The .08 resolution presented to County Board and
adopted.
Problem with speed limit on CTH O in the Village of
Grafton. As this highway is still a county highway. 25 mph posted in the
Village. Should have ordinance concerning the posted limit in the village
of Grafton.
Motion made by Myers 25 mph in the Village of Grafton
and accepts the village’s posting of the speed limit.

Discussion on the speed limit on CTH V north of Village
of Grafton.
The Village of Grafton has the speed limit set at 25
mph same speed limit as CTH O in the Village.
Chief Goetz requested that the speed limit on STH 60 to
17th Avenue is 25 mph, Cheyenne 35 to 40 mph then
55 mph.
Einweck asked if a speed survey was done.
Chief Deputy Knowles stated that none was done.
Tom Loeffler asked how long of an area is CTH V?
Chief Goetz stated about a mile.
Motion made by Chief Knowles, recommend to Highway
Committee that speed limit CTH V 25 mph to 17th Avenue north of
Cheyenne 45 mph, Cheyenne north 55 mph. Campbell second,

Chief Knowles advised that the parking on CTH C, City
of Cedarburg was taken care of by County Board at December meeting.
EDUCATIONAL ARTICL:
FATAL ACCIDENTS:
Chief Knowles advised that there were three (3) fatals
in this county for this quarter.
Information regarding totals and 5-year review of
fatals in this county per request by Kaul included in the informational
packet mailed to members.
Discussion on fatals.
Mark Banton of the Highway Department advised that
construction of CTH T and CTH W has started.
Loeffler asked when construction would be started on
STH 32/STH V.
Banton advised that work should start in early spring
of 2003.
Discussion on roadwork on STH 32.
STATE OFFICIAL'S REPORT:
Loeffler passed out brochures regarding foul weather
driving.

EINWECK informed member of information on a fatal
