Port Washington, WI
Chairman Kaul called the meeting of the Ozaukee
County Highway Committee to order at 9:00 a.m. Present were
committee members Kaul, Hilber, Grosklaus, Uselding and Kletti,
Commissioner Dreblow, Office Manager Carroll, Administrator Meaux
and County Board Chairman Brooks. Also in attendance were
Superintendents Tackes and Banton and town of Saukville Supervisor
Bill Niehaus. Carroll assured the committee that the meeting was
properly noticed.
Moved by Hilber and second by Uselding to adopt the agenda as
printed. All members present voting aye, the motion was adopted.
There was no public comment.
Moved by Kletti and second
by Hilber to approve the minutes of the February 3, 2005 meeting as
printed. All members present voting aye, the motion was adopted.
Correspondence and communications were reviewed
as follows:
Labor Contract Negotiations with O.P.E.I.U
– The next negotiation session is scheduled for March 3, 2005 at
4:30 p.m.
WisDOT – Les Fafard is retiring as
District Director effective 3/5/05.
Highway Safety Workshop – Dreblow
requested approval to send three employees to the workshop in
Brookfield on February 28, 2005. Moved by Kletti and second by
Hilber to send Tackes, Wuestenhagen and Moths to the workshop.
All members present voting aye, the motion was adopted.
Town of Grafton – Dreblow reviewed a
resolution passed by the town requesting that the speed limit on
CTH ‘T’ be lowered to 35 mph from CTH ‘W’ to the City of
Cedarburg east limits. The Traffic Safety Committee and the
Highway Committee previously reviewed the history of this road
and there is no basis to lower the speed limit at this time.
Dreblow will respond to the town.
Langlade and Sheboygan Counties –
Resolution in opposition to using state transportation funds for
non-transportation related purposes.
City of Mequon – The city has been
awarded a grant for installation of large overhead street signs.
Bill Niehaus explained the delay of the signing
of the Gravel Pit Operation agreement. The town was unable to
persuade Payne and Dolan to swap parcel C1 for parcel B2. Niehaus
will add a provision to the agreement, giving Ozaukee County ingress
and egress to Parcel C1 after Payne and Dolan turns the parcel over
to the town. Moved
by Grosklaus and second by Kletti to approve and sign the agreement
containing the new provision. All members present voting aye, the
motion was adopted. Niehaus left
the meeting.
Meaux and Brooks responded to questions regarding
the reorganization of county board committees. Meaux reviewed the
proposed duties of the Public Works Committee.
The 2005 WisDOT Routine Maintenance Agreements
have been received. The total maintenance budget for Ozaukee County
is approximately $40,000 less than in 2004. No weed spraying will be
done in 2005. Moved
by Uselding and second by Kletti to approve and sign the agreements.
All members present voting aye, the motion was adopted.
The signed 2005 Maintenance Agreement with the
town of Port Washington has been received. There are no changes from
the previous agreement.
Moved by Kletti and second by Grosklaus to approve and sign
the agreement. All members present voting aye, the motion was
adopted.
Accounts payable totaling $116,249.53 were
audited. Moved by
Kletti and second by Grosklaus to approve payment of the bills. All
members present voting aye, the motion was adopted.
The labor payroll of January 28, 2005, in the amount of $82,532.58,
and the labor payroll of February 11, 2005, in the amount of
$79,896.95, was approved.
Proposals for the design of the
Pedestrian/bicycle Bridge over I-43 are due March 15, 2005. An
Easement Agreement, with the Behrens Family, has been reached for
the relocation of the Interurban Trail.
Meaux and Brooks left the meeting.
Superintendent Leppla and Foreman Janeshek joined
the meeting. Leppla has reviewed the bids and viewed demonstrations
of the brush chippers. The Morbark Chipper from Bobcat Plus (which
is the high bid) appears to meet the needs of the county more than
any of the other chippers that were bid. It is also the safest.
Leppla recommends purchasing the Morbark Chipper at a cost of
$31,645.00. Moved by
Grosklaus and second by Hilber to accept Leppla’s recommendation to
purchase the Morbark Chipper. All members present voting aye, the
motion was adopted.
Leppla has reviewed bids received for the
purchase of a dump body, hydraulic system, wing plows, spreader,
reversible plow and 5 pre-wetting systems.
Moved by Grosklaus and
second by Hilber to accept Leppla’s recommendation. All members
present voting aye, the motion was adopted.
Moved by Grosklaus and second by Kletti to
adjourn at 11:40 a.m. All members present voting aye, the motion was
adopted.
