September 2, 2004 Port Washington, WI
Chairman Kaul called the meeting of the Ozaukee
County Highway Committee to order at 9:00 a.m. Present were committee
members Kaul, Hilber, Grosklaus, Uselding and Kletti, Commissioner
Dreblow, Superintendent Tackes and Account Clerk Verheyen. Also
present was County Administrator Meaux.
Moved by Kletti and second by
Hilber to approve the minutes of the August 19th meeting as
printed. All members present voting aye, the motion was adopted.
Correspondence and Communications were reviewed.
Town and Village of Saukville –
Commissioner Dreblow reviewed resolutions from the Town and
Village of Saukville regarding concerns for the abandonment of the
rail service from Saukville north.
City of Port Washington, Round About on Hwy
"LL" & Hwy "33" - Chairman Kaul and Commissioner Dreblow
attended a Common Council meeting regarding a proposed round about
at CTH "LL" and STH "33". The Board of Public Works will further
discuss the matter on September 14th. Written
clarification of the role of the County in the approval process
has been requested from DOT. The committee discussed the concerns
they have for a round about in this location.
Moved by Grosklaus and
second by Uselding to direct the Commissioner to send a letter to
the City of Port Washington regarding their concerns about a
proposed round about at CTH "LL" and STH "33" and to request input
into the approval process. All members present voting aye, the
motion carried unanimously.
Town of Saukville – The Town of Saukville
has taken over the administration of the non-metallic mining
ordinance. The ordinance requires a reclamation plan. Northern
Environmental has given the committee a quote of $8,700 to do
plans for the Lakeland and Hetzel pits.
Moved by Kletti and
second by Hilber to accept the proposal from Northern
Environmental to do the formal Non-metallic Mining Reclamation
Plan for the Highway Department. All members present voting aye,
the motion was adopted.
Bike Access Trail – Commissioner Dreblow
has been asked to do a cost estimate for installing a gravel
driveway on the Schueller property to the railroad crossing where
Vern Arendt has access to his property. At this time Vern Arendt
has been granted permission by the Parks Department to use the
bike path to get to his property.
Chairman Kaul presented equipment operator Rich
Brown with a pin recognizing his five years of service to Ozaukee
County. Superintendent Tackes left the meeting.
Construction and Maintenance projects were
reviewed.
CTH ‘T’ & ‘W’ Project – Commissioner
Dreblow reported that the close out regarding the issue project
time was not finalized.
Parcel ‘3’ & ‘4’ of CTH ‘LL’ – Commissioner
Dreblow requested authorization from the Highway Committee to
execute the deed to convey CTH ‘LL’ to the State as required by
the State. Moved
by Kletti and second by Grosklaus to give Commissioner Dreblow
permission to return parcels ‘3’ & ‘4’ on CTH ‘LL’ to the State
DOT. All members present voting aye, the motion was adopted.
Accounts Payable batch #38464, batch #38465, batch
#38495 and batch #38496 were audited.
Moved by Kletti and second by
Grosklaus to approve accounts payable totaling $196,666.85. All
members present voting aye, the motion was adopted.
The labor payroll of August 26, 2004 in the amount
of $78,403.84 was approved.
Moved by Grosklaus and second by Hilber to adjourn
to closed session pursuant to Wisconsin Statutes 19.85 (1)(g) to
discuss with legal counsel, strategy with regard to possible
litigation involving right-of-way acquisition. Kaul, Hilber,
Grosklaus, Uselding and Kletti voting aye, the motion was adopted.
Moved by Grosklaus and second by Hilber to adjourn
at 11:10a.m. All members present voting aye, the motion was adopted.
