Chairman Kaul called the meeting of the Ozaukee
County Highway Committee to order at 9:00 a.m. Present were committee
members Kaul, Uselding and Kletti, Commissioner Dreblow and Debbi
Verheyen, Account Clerk. Committee members Hilber and Grosklaus were
absent and excused. Also in attendance were John Kuhnmuench, Human
Resources Director and Ann Flierl, Corporate Counsels’ Office.
Moved by Uselding and second
by Kletti to approve the minutes of the November 11, 2004 meeting as
printed. All members present voting aye, the motion was adopted.
John Kuhnmuench and Ann Flierl representing the
Safety Committee, informed the Highway Committee about concerns with
the speed limit on CTH "LL" by the Justice Center. They are requesting
the speed limit be lowered to 35 mph from 45 mph. Commissioner Dreblow
will request the Sheriff’s Dept. to do a speed survey and a crash
history for the Safety Committee’s January meeting. Kuhnmuench and
Flierl left the meeting.
Commissioner Dreblow reviewed a letter from Earth
Tech to advice the Highway Department about the time that is required
between giving a Juridical Offer and obtaining the right of entry,
before a bid can go out on a project.
John Hilber, Fred Kaul and Commissioner Dreblow
attended the District 2 meeting in Racine. The main points that were
discussed were the changing of the "8" current districts in the state
to "5" regions. 350 positions will be eliminated and there will be
additional work sharing. There will be a major federal law change as
of September 30, 2005 in the CDL licenses. There will also be a
uniform charge for patrol trucks.
Commissioner Dreblow received a letter from Lee
Szymborski of the City of Mequon concerning the maintenance on CTH "W"
and Mequon Road. The letter contained things that had not been
discussed in their meeting and Commissioner Dreblow has sent a letter
in reply stating what the maintenance will be on CTH "W" & Mequon Road
concerning the cutting of the grass; spraying for weeds and the
sweeping of the pavement during the year.
The WI DOT added 10 additional workdays to the CTH
"T" Bridge on Lakefield road.
Construction projects were reviewed.
CTH ‘W’ – Dreblow received a proposal from
Miesbauer & Assoc. for $133,100 for the acquisition services for
CTH "W" project from Glen Oaks to STH 167. The state will pay 80%,
the county 10% and the City Of Mequon 10%. The contract will run
from December 1, 2004 to October 1, 2005.
Moved by Kletti and second by Uselding to approve the relocation
order for CTH "W" Glen Oaks to STH "167" and authorize
Commissioner Dreblow to negotiate the appropriate agreement.. All
members present voting aye, the motion was adopted.
CTH ‘T & CTH ‘W’ Intersection – The Highway
Committee approved a settlement with the Minors’.
Moved by Uselding and
second by Kletti to accept a final settlement offer of an
additional $17,000 to be paid to Minor for the property on "T" &
"W". All members present voting aye, the motion was adopted.
Both Jim Karrels and Tillman have shown interest in
buying the sand from the active Hetzel Pit in Fredonia. Commissioner
Dreblow will have to contact the Town of Fredonia to find out if a
permit is needed and then put a value on the sand prior to bidding the
sand out.
Accounts payable batch #38984 in the amount of
$37,247.12, batch #38985 in the amount of $2,625.45, batch #38999 in
the amount of $45,221.88 and batch #39000 in the amount of $15,233.78
were reviewed. Moved
by Uselding and second by Kletti to approve the accounts payable
batches totaling $100,328.23. All members present voting aye, the
motion was adopted.
Moved by Uselding and second by Kletti to adjourn
the meeting at 11:00 a.m. All members present voting aye, the motion
was adopted.
