  Human Services - Juvenile Court Unit

Unit Supervisor: Tom Kopp


MISSION

The Juvenile Court Services Section derives its mission from the legislature.  In the Juvenile Justice Code, Section 938 of the Wisconsin Statutes, legislative intent is stated as follows:

  • “to promote a juvenile justice system capable of dealing with the problem of juvenile delinquency,
  • a system which will protect the community,
  • impose accountability for violations of the law,
  • equip juvenile offenders with competencies to live responsibly and productively.”

The legislature also specified as an objective that victims will be "treated with dignity, respect, courtesy and sensitivity" and "to be afforded the same rights as victims and witnesses of crimes committed by adults."

 

PERSONNEL

  • One full-time supervisor

  • Three full time court intake and disposition personnel

  • One full time family therapist

  • One part time foster care coordinator

  • Two full time family support workers

  • One part time family support worker 

 

RESPONSIBILITIES

Court Intake and Disposition Personnel

  • Perform family assessments
  • Develop, implement, and manage plans for resolution of harm caused by a juvenile
  • Manage crisis situations resulting from a delinquency offense and/or a family situation involving a juvenile
  • Prepare court reports
  • Provide court testimony
  • Provide supervision (probation) monitoring
  • Coordinate services
  • Counsel juveniles and parents
  • Provide intake services during regular business hours
  • Provide after hours, on call intake services
  • Make custody placement decisions

 

Family Therapist

  • Perform family assessments
  • Provide counseling for family cases from any unit
  • Provide consultations to our staff and other professionals
  • Provide crisis intervention counseling

 

Foster Care Coordinator

  • Recruit, license, and evaluate foster homes
  • Provide support services, including training, to our licensed foster parents
  • Develop policies and procedures related to the placement of children
  • Complete other evaluations related to the placement of children (stepparent adoptions, relative placements, custody studies)

 

Family Support Workers/Independent Living Specialists

  • Provide parent education
  • Assist families in accessing resources
  • Provide mentoring to parents and children
  • Provide visitation monitoring
  • Develop and implement independent living plans for foster children
